22649BRTitle:Trans Right of Way AgentJob Description:Position Summary: The Transmission Right of Way (TROW) Agent reports to the TROW Supervisor. Responsible, with supervision, for the acquisition of land, land rights, licenses, leases, permits, and other documents necessary for the construction, operation and maintenance of electric transmission and/or distribution lines. Responsible, with supervision, for project oversight in reviewing and supervising outside contract agents on ROW Projects to ensure adherence to project schedules and budget, as well as project reporting.Principal Accountabilities:  

Under the direction of the TROW Supervisor, handle complicated negotiations with land owners (or their designees) for the acquisition of rights relative to the construction, reconstruction, enlargement or maintenance of electric transmission and/or distribution facilities and supervise contract agents as required.

Under the direction of the TROW Supervisor, settle damage claims with property owners (or their designees) relative to property damage caused or created by AEP during the construction, reconstruction, enlargement, maintenance or removal of transmission and/or distribution facilities.

Be able to conduct with limited oversight research at local courthouses and other records as may be available to determine present property ownership(s) and the extent of interests therein.

With minimal supervision, preparation of documents for rights of entry, damage claims, contracts, easements, licenses, leases, permits, options to purchase and other documents as may be necessary to acquire adequate rights for AEP's electric transmission and/or distribution facilities.

Under the direction of TROW Supervisor, assist in providing functional support to other AEP Business Units in regard to questions and procedures in the acquisition of land and land rights.

Act as a witness and assist in the selection of witnesses and commissioners in connection with condemnation and/or other court actions involving electric transmission and/or distribution facilities.

Maintain property owner files, maps, drawings, exhibits and detailed progress reports.

Remain knowledgeable in real estate values and accepted real estate appraisal practices; with the advice of the ROW Agent Lead or ROW Supervisor, provide real estate values and accepted real estate appraisal practices; advise and assist the ROW Supervisor or Project Leads in establishing a range of fair market values to be used in the acquisition of land and land rights.

Review vouchers for payments of expenses incurred in the acquisition of land and land rights involving electric transmission and/or distribution facilities such as, but not limited to: contractual obligations for the purchase of options, easements damage claims settlement, attorney fees, outside appraisal services and contractor invoices.

Complete understanding of the ROW estimate & scoping guidelines for TROW Projects.

With minimal supervision, develop cost estimates & project schedules for proposed TROW Projects.

Excellent verbal and written communication skills are required. Should possess excellent computer skills utilizing Microsoft Office products (Word, Excel, etc.) as well as have the ability to learn new applications. The individual filling this position will be required to travel within the AEP Transmission service territory; however, on rare occasions may be assigned to special projects and travel outside the transmission service territory. Must be able to work outside normal business hours to accommodate project schedules. Must have a valid driver’s license issued by the appropriate State.
