Roles & Responsibilities:
  • implement the cyber system security program and requirements of an Air Force Medical Center of 2350+ employees and over 3000 networked IT devices.
  • Computer Security (COMPUSEC): The contractor shall manage the COMPUSEC functions of the cyber systems security office in accordance with DoD AFMAN and all other governing security documents.
  • provide the service of Information Assurance Officers (IAOs) as it is defined by AFI 33-210 to support a specific number of qualified personnel to handle the COMPUSEC workload
  • As a team member of the IAOs team, the contractor shall coordinate security requirements for network access with the facility security manager, other internal clinical systems coordinators and AFMOA Medical Enterprise Service Desk (MESD)/DHA Global Service Center personnel for approximately 50 accounts per month.
  • shall monitor security logs for 50+ servers, as well as report trends and anomalies to the CIO.
  • shall use automation case tools (e.g. Altiris) to automate vulnerability and patch delivery/remediation where these requirements are not already automated by Defense Information Systems Agency (DISA), iNOSC or base delivery capabilities. Where automation cannot be employed the contractor shall employ manual means to address vulnerability and patch management for the entire inventory of devices to include more than 130 stand-alone systems.
  • shall assist in managing the IA program as part of a team of at least one other full-time AF civil servant, and shall serve as the WPMC liaison(s) to the 88th Communications Group (88CG) and iNOSC on IA issues and processes.
  • shall maintain one on-site SIPRNet technician with secret clearance who is capable of managing the facility’s SIPRNet assets and areas and also who is also able to respond to TCNOs, CMIs and other data calls requiring SIPRNet transmission.
  • shall be required to manage the WPMC Firewall Exception Request Tool which includes Firewall (208) requests, Telewall (130 of 200 possible Fax lines) requests, Domain Name Service (DNS) requests, and Outbound Web traffic lists.
  • shall manage the program by submitting, tracking and renewing requests. The contractor shall ensure that existing exceptions requiring renewal do not expire, and shall validate all new and existing requests on an annual basis.
  • Certification and Accreditations (C&As):
  • shall implement and monitor the policies and programs identified in DoDI 8510.01 to assist in ensuring that systems and enclaves developed and administered by the WPMC are compliant.
  • For AFMOA/DHA directed medical systems the contractor shall work with the functional counterparts and Program Management Offices (PMOs) to obtain required Certification &Accreditation ( C&A) paperwork, appropriate Service Level Agreements (SLAs) and configuration baselines in Enterprise Mission Assurance Support Service (automated C &A tool) (eMASS) and provide support to the CIO towards best implementing these systems in the WPMC. For all FDA clinical systems, the contractor shall act as a liaison between AFMOA/DHA and the Program Management Offices (PMOs) to assure all on- site clinical devices are compliant with network security policies and inform government leadership when potential for disruption to patient care exists.
  • Contractor will work with the Information Assurance Manager (IAM) to manage at least two enclave C&As, consisting of 50+ servers and 125+ routers/switches, in eMASS and ensure the maintenance and compliance of these C&As to include all Security Technical Implementation Guides (STIGs), patch maintenance, compliant quarterly scans, yearly reviews of over 200 security control items and all required documentation artifacts.
