Assists with the planning, direction, implementation and administration of various employee programs designed to provide comprehensive employee services to Cherokee Nation management. Plans, organizes and controls the work processes. Monitors activities and projects for quality control and compliance with appropriate policies, procedures and guidelines. Coordinates and prioritizes the workload of daily duties and schedules subordinates to accomplish desired tasks. Oversees administration, assists negotiations with plan providers, vendors, advisors and consultants for services, premiums and plan administration. Reviews documents and interviews employees and supervisors to make recommendations for.Provides advice to Cherokee Nation program management and staff on related issues. Carries out supervisory responsibilities in accordance with the organization's policies, procedures and applicable laws. Supervisory responsibilities may include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; resolving problems, in accordance with applicable policies and procedures and with input from Human Resources management. Uses relevant information and individual judgment to determine whether events or processes comply with laws, regulation or standards. Plans, organizes and controls the work processes. Monitors activities and projects for quality control and compliance with appropriate policies, procedures and guidelines. Coordinates and prioritizes the workload of daily duties and schedules subordinates to accomplish desired tasks. Attends appropriate meetings, seminars or training sessions. Produces, provides and maintains documentation, reports and records as requested and in accordance with requirements. Assists in overseeing budgets and monitoring expenditures and completes requisitions and/or purchase orders as appropriate. Analyzes operating procedures to devise most efficient methods of accomplishing work. Contributes knowledge and technical expertise to assigned staff. Assists with evaluating services, coverage and options available through all companies to determine programs best meeting the needs of the organization. Assists negotiations with plan providers, vendors, advisors and consultants for services, premiums and plan administration. Conducts and coordinates various internal inquiries, related to Human Resources and/or related issues. Assists with the establishment and oversight of procedures for tracking various types of Human Resource related data (i.e., staffing, financial, loss analysis, training, etc. Oversees the daily operations of the program/department; ensures that clients/customers/other staff receive complete and accurate service. Observes, receives and otherwise obtains information from all relevant sources. Provides information to co-workers and subordinates as appropriate. Develops constructive and cooperative working relationships with others, and maintains them over time; develops and maintains ongoing communication with various agencies, tribal organizations and other governmental organizations. Other duties may be assigned.May be required to perform other duties not listed on this job description specific to the department and/or area of assignment. SUPERVISORY RESPONSIBILITIES Directly supervises 2 to10 employees in the Human Resources department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.EDUCATIONAL REQUIREMENT Bachelor's degree from 4-year college or university in Human Resources Management, Business Administration, Public Administration or other business related field; or six years related experience; or equivalent combination of education and experience.(Bachelor's degree preferred)EXPERIENCE REQUIREMENT An additional five (5) years of related experience is required. Prefer Human Resources experience.COMPUTER SKILLSTo perform this job successfully, an individual should have knowledge of Database software; Human Resource systems; Internet software; Payroll systems, Spreadsheet software, Word Processing software and/or any other software program that may be necessary to effectively perform all necessary job duties.CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. This is necessary to drive to outlying areas for administration of unit responsibilities and various training.
