The role:

ODOT’s Office of Civil Rights provides and promotes fair and equitable access to agency economic opportunities, programs and services.

We are recruiting for a field coordinator to join our office in Region 5 Eastern Oregon. In this role, you will serve as a member of the regional project management team and provide direction and support to agency staff in project development, project construction and maintenance and operations. You will provide technical advice, assistance and support for programs including Small Business Initiative, Community Outreach, Small Contracting Program, Disadvantaged Business Enterprise, Emerging Small Business Enterprise, Title VI/Environmental Justice, Apprenticeship/On the Job Training and Equal Employment Opportunity (EEO) Compliance.

- Establish and develop processes for analysis, interpretation and application of laws, rules and policies.

- Provide technical advice on program regulations and guidelines.

- Design and deliver presentations to educate users on policies and procedures.

- Work with regional staff to develop and present community outreach events in support of regional projects and programs.

- Develop procedures for conducting contract compliance reviews on federally assisted highway construction projects.

- Develop processes for conducting investigations in response to complaints about services, equipment or operations.

- Develop procedures for ensuring that all appropriate and required contracting information is entered into our database system.

- Analyze, interpret and apply laws, rules and policies to advise project management staff.

- Instruct staff on handling program requirements and regulatory complaints.

- Conduct interviews for EEO compliance audits and reviews.

- Assist in conducting investigations or fact findings and develop corrective action plans based on findings.

- Serve as liaison to Native American tribes in the region.

- Frequent contact with federal and state stakeholders, contractors, local agencies, general public and industry special interest groups.

- Frequent field work and regional travel required including construction site visits and periodic overnight travel.What we need:

A bachelor's degree in business or public administration, behavioral or social sciences, or a related degree and two years of experience coordinating or administering a government-regulated program.OR

Any combination of experience or education equivalent to five years of experience coordinating or administering a government-regulated program.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.What we’d like to see:

- Experience managing the administration of government-regulated programs such as Disadvantaged Business Enterprise, Emerging Small Business, Workforce Development, Title VI or other federal or state programs.

- Experience conducting audits, reviews, fact-findings or investigations and developing/recommending actions to ensure contractor compliance with legal requirements.

- Experience identifying needed funding, overall program goals and other measures necessary for long-term program effectiveness.

- Experience providing technical advice, assistance and support in the areas of data management, EEO compliance and small business programs.Learn more and apply!
