Position Overview

The Finance Manager works closely with the Executive Director on all financial and accounting operations in the agency. The Finance Manager is responsible for the smooth functioning of the finance department. The Finance Manager, along with the Accounting Assistant, ensures that the department performs all functions and meets all deadlines in a timely and efficient manner. The Finance Manager reports to the Executive Director, and in their absence, the Operations Director.

Essential Job Functions

Accounting Functions:

General ledger accounting. Analyze and reconcile all general ledger accounts. Prepare general journal entries.

Ensure timely billing for all services provided. Reconcile all billings and receivables to general ledger.

Prepare all bank reconciliations.

Supervise accounts receivable. Balance subsidiary ledger to general ledger. Follow up on statements and collections.

Supervise accounts payable. Balance subsidiary ledger to general ledger. Follow up on past due payments.

Budget:

Plan, prepare and update templates used in annual budgeting process.

Plan and schedule meetings with Executive Director, department heads and managers.

Prepare yearly cash flow projection.

Finalize and present budget and cash flow to finance committee of board of directors.

Monitor and update budget throughout fiscal year. Track changes on forecast budget.

Monthly Close:

Ensure accuracy of general ledger. Allocate expenses to departments.

Prepare monthly financial statements on a timely basis.

Track variances to budget and forecast budget. Analyze and explain variances.

Prepare monthly cash flow.

Present financial statements and cash flow to Executive Director.

Present financial statements to finance committee of board of directors, and hold monthly committee meetings.

Provide Executive Director with details on every account.

Annual Audit and Form 990:

Plan, coordinate and execute annual audit with outside accounting firm. Prepare detailed work papers. Act as liaison between organization and outside firm.

Policies & Procedures:

Analyze, review and implement internal control policies. Ensure compliance with internal controls.

Analyze, review and implement accounting systems, policies, and procedures. Maintain accounting system, policies and procedures book. Ensure staff compliance with financial policies and procedures.

OSLP vehicles:

Maintain OSLP fleet list.

Review and maintain vehicle lease schedule.

Work with Enterprise on lease quotes and buyouts.

Work with Associate Director on vehicle maintenance and replacement needs.

Other Duties:

Supervise and oversee all work of one accounting assistant

Maintain fixed asset schedule.

Work with development department on budgets for grant requests.

Maintain leases for residential group homes. Apply for tax waivers.

Supervise yearly 1099 forms.

Submit annual housing certification to the state (OHA).

Insurance:

Work with Executive Director on general liability, D&O, and auto insurance renewals.

Work with Executive Director and Payroll Manager for workers compensation renewals.

Special Projects and Other Duties as Assigned.

Qualifications

Social Skill Requirements

Ability to positively interact with persons supported, co-workers, and management.

Ability to effectively send and receive verbal communication using the English language.

Aptitude Requirements

Bachelor's Degree in related field, or 5 years equivalent experience.

Must be able to read English and write it legibly.

Able to perform basic math functions.

Must have the ability to analyze, reason, and make decisions.

Must be able to learn and retain new skills.

Environmental Factors

Most work is performed in an office environment.

Occasional exposure to outside elements.
