DescriptionABOUT THE LANE COUNTY EMERGENCY MANAGEMENT PROGRAM: Under the direction of the Emergency Program Manager, Lane County's Emergency Management Program supports all County departments by planning and directing emergency management activities and projects. Program staff will collaborate with partners to conduct and coordinate countywide mitigation, preparedness, response, and recovery activities. Lane County's Emergency Management Program is consistent with the National Incident Management System (NIMS) and supports NIMS implementation and training. The County's Emergency Operations Center utilizes an ICS/ESF Hybrid Model. Program staffing consists of one part-time and two fulltime employees.ABOUT THE SENIOR EMERGENCY MANAGEMENT PROGRAM ANALYST: The Senior Emergency Management Program Analyst reports directly to Lane County's Emergency Program Manager and leads the overall development, implementation and evaluation of the Lane County All Hazards Emergency Plan. This position works to improve and promote Lane County's comprehensive disaster planning, training, and exercise efforts, including overseeing and participating in the coordination, development, and maintenance of the County Emergency Plan, Natural Hazard Mitigation Plan (NHMP), and the Continuity of Operations Plan (COOP).Responsibilities include developing and reviewing policies and interagency agreements; analyzing effective disaster management planning activities; and coordinating emergency management activities with other agencies, jurisdictions, and County departments. The Senior Emergency Management Program Analyst ensures the availability, security, and usability of the County's Emergency Operations Center (EOC), and assumes additional responsibilities when the EOC becomes activated.This position provides complex staff support to the Emergency Program Manager, including the preparation of reports and recommendations in accordance with Incident Command System (ICS) and NIMS; and ensures compliance with local, state, and federal emergency planning regulations. The successful applicant will possess the ability to establish and maintain highly effective working relationships; and the ability to obtain consensus from groups with widely disparate and sometimes opposing needs. This individual will also have knowledge of NIMS, the National Response Framework, and the Comprehensive Planning Guide 101 Version 2.0.This is the second level in the management analyst series. Incumbents perform full, journey-level professional activities in the research and analyses of a variety of administrative and business management policies and practices. Incumbents have broad-based accountability; are responsible for researching, evaluating and reviewing complex policies, practices, contracts, and services; and making strategic recommendations requiring a solid knowledge of local government operations and administration. Incumbents may have lead or formal supervisory responsibilities. Postgraduate coursework or a Master's Degree is preferred.SPECIAL REQUIREMENTS: Completion of the FEMA Emergency Management Institute Professional Development series within 6 months.
