Position Overview:

The City of Springfield is looking for a team-oriented, energetic Civil Engineer with great communication skills to join our Environmental Services Division team. Work includes project management/delivery of planning, design and construction projects; conducting engineering studies and preparing cost estimates; project coordination; preparing procurement documents; inspecting projects; working together as a team; and related work as required. This position will provide project delivery services for the Metropolitan Wastewater Management Commission (MWMC) which services the Eugene/Springfield area. Work is performed under the general supervision of a Managing Civil Engineer.

Summary of Essential Duties:

Serves as project manager on Public Works projects for the MWMC and City of Springfield; provides technical services during all phases of infrastructure project delivery and coordination.

Provide engineering and technical services for the construction of projects such as wastewater systems, stormwater systems, transportation systems, and structures.

Provide project management leadership, collaboration, and communication with a variety of team members.

Interprets federal, State of Oregon and local requirements related to projects and job duties.

Reviews and provides feedback on projects during design development and construction.

Maintains files and records pertaining to Public Works projects and work activities.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Civil Engineering and Public Works.

Perform related duties and responsibilities as required.

Training & Experience:

Bachelor’s degree in the field of Civil engineering, or a closely related field, and experience as necessitated.

Registered Professional Engineer with four years progressively responsible civil engineer experience (Journey level, Grade C43).

Registered Professional Engineer with at least 3 years of journey-level engineering experience performing such tasks as managing multiple projects at one time, designing more complex projects, evaluating progress and results and recommends major changes in procedures. (Advanced level, Grade C44).

Preferences may be given for knowledge and experience:

Design and project management of public works projects such as wastewater collection and treatment systems, and other public infrastructure.

Software experience with Microsoft 365 business products.

Public sector experience.

Licenses and Certifications:

Registration as a Professional Civil Engineer in the State of Oregon, or registration as a Professional Civil Engineer in a reciprocal state, and the ability to obtain Oregon registration within twelve (12) months of appointment.

Valid Oregon Driver’s License by time of appointment
