The Accountant position is under the general direction of the Controller, performs a variety of professional level accounting functions, including analyzing and recording financial transactions, preparing and reviewing reports, records and statements. Prepares and monitors financial analysis and reconciliations and makes appropriate adjustments. Supervision is not normally a responsibility of this classification, but may act as lead worker for temporarily assigned employees, or on special projects.

ABOUT THE CITY OF MEDFORD

Medford is one of the most beautiful areas of the Pacific Northwest and is located in Jackson County, Oregon. Located along I-5 in southern Oregon, just 20 miles from the California border, Medford is surrounded by breathtaking mountains in a region featuring world-class outdoor recreation opportunities, including Crater Lake National Park and the Oregon Coast. As the largest city between Eugene and Sacramento, Medford is a growing city with a high quality of life, a growing economy and a moderate climate.

Typical Job Duties:

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:

Prepares, updates, analyzes and reviews a wide variety of complex financial transactions, statements, records and reports.

Performs cash and investment management activities.

Schedules, monitors and verifies transfer of data between the City's budget and general ledger systems.

Reviews, approves or rejects, and posts journal entries to the general ledger; monitors posted financial data; assists departments with corrections; reconciles subsidiary financial systems and initiates adjustments. Reviews and approves bank reconciliations.

Performs the fixed asset accounting process. Maintains the fixed asset inventory control records for the City.

Participates in the coordination of the annual fiscal audit; serves as a liaison with auditors.

Conducts research and provides accounting information to other City departments and external organizations and agencies.

Prepares monthly cash & bank reconciliations.

Prepares quarterly debt levels and covenant reports.

Participates in the annual budgeting process. Monitors the Department budget.

Maintains communication with City officials, department heads and outside agencies and organizations regarding financial and economic matters.

Scope of assigned area will depend on departmental and/or citywide operational structure and is at the discretion of the Chief Financial Officer.

Upholds the values of the organization and has strong customer service orientation.

Must have the ability to handle job stress and interact effectively with others in the workplace.

Must be honest and truthful in all tasks and responsibilities.

Performs other related projects and duties as assigned.

Demonstrates regular, reliable and punctual attendance.

Job Qualifications:

Three years of experience in governmental accounting; and

Graduation from an accredited college or university with bachelor's degree in accounting, business, or other related field including core accounting classes, and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Current technical/professional knowledge of complex principles, methods, standards and techniques associated with the scope of work of a recognized profession, such as: Proficiency in use of Microsoft Excel and ten-key by touch skills.

Use computer and other office equipment effectively and efficiently.

Excellent written, verbal and interpersonal communication skills.

Knowledge of laws, rules and regulations concerning the operation of municipal government, administrative principles, practices, and research methods, municipal fund budgeting, systems and operations.

Working knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB), auditing and financial reporting.

Desired, not required - Possession of licenses and/or certifications associated with the assignment, such as:

Certified Public Accountant (CPA), preferable.

May require possession of a valid driver's license by date of hire. New employees establishing resident status in the State of Oregon must obtain an Oregon driver's license within 30 days (ORS 807.020 (1)).

Requires completion of a background investigation to the satisfaction of the City.
