HIV Alliance is a local non-profit agency founded in 1994 to support individuals living with HIV/AIDS and to prevent new infections.

Position Summary

The Community Engagement Manager will support communicable disease prevention and response, primarily focused on Hepatitis C (HCV) as well as HIV and other STIs; the factors that contribute to transmission, including social determinants of health and substance use disorder/injection drug use; and evidence-based strategies which prevent transmission such as harm reduction interventions.

The CE Manager will (1) assess local community needs, (2) develop Community and Government Engagement Plans to guide implementation of public health and community interventions; (3) provide community expertise and education to local public health, community partner organizations, and other community members; (4) and work to build/strengthen relationships with community organizations and public health in rural Southern Oregon. This position will primarily focus on Josephine, Douglas, Coos, and Curry Counties, with some participation in statewide and Lane County coalitions in order to develop expertise and evaluate models for community-led collaboration in the proposed rural areas.

The goal of the Community Engagement Manager will be to reduce HCV and other communicable diseases by increasing community advocacy and engagement in communicable disease prevention and response; supporting public health policies that are equitable, evidence based, and which respond to social determinants of health; and leading to development of community-led health policies.

Essential Functions and Responsibilities

General Duties

Cultivate relationships across diverse communities, in multiple counties

Advocate for needed services and future direction of these services

Facilitate regular community meetings to foster relationship building, collaboration, and promote equitable services

Stay current on HCV care and prevention (interventions, stats, etc)

Help foster community involvement, support and effective collaboration

Participate in agency collaboration, creative processes and lead committees

Conduct assessment to determine community partners, gaps and strategies

Develop and implement county-based engagement and training plans to increase community involvement/awareness

Present to community and partner agencies on HCV and other communicable diseases

Participate on all required agency teams and committees

Provide onsite management support and training to staff and volunteers

Model and encourage community collaborations in all programs & acts as liaison to community groups and coalitions

Solicit client feedback on a regular basis and use that feedback in ongoing program development and evaluation

Attend workshops and trainings that are relevant to job responsibilities and which will encourage professional development

Seek out opportunities for partnership and networking with organizations or groups serving populations at risk for HCV and other communicable diseases

Assists in the development of new projects that increase wellness of at-risk communities

Maintain and nurture relationships with key funders, policymakers, supporters and community influencers related to client services

Collect and share accurate, timely and useful data concerning services and use that data in ongoing program development and evaluation

Work with other managers and directors to create and institute policies and procedures

Provide HIV prevention education to communities at risk for HIV/HCV

Coordinate with the Client Services Manager to ensure that people living with HIV and their partners have access to HCV prevention information and testing

Coordinate events such as focus groups and awareness events

Collaborate with other staff and volunteer to engage high-risk populations

Staff Supervision and Support

Provide supervision, training and support for program employees and volunteers

Provide de-escalation support for clients in crisis and support staff in productively working with clients in crisis

Assist Prevention Managers in training and supervision of staff

Facilitate department meetings as needed

Support department lead positions in their roles

Ensure consistent communication with employees

Equity and Quality

Support and champion the development and implementation of program equity goals

Ensure that staff can track data necessary to monitor progress toward equity goals and to identify disparities

Identify training and provide equity focused and culturally responsive supervision to staff

Support collection of client feedback on a regular basis and using that feedback to make program improvements

Ensure that staff concerns related to equity are addressed

Ensure that policies and procedures and consistently applied

Provide staff with opportunities to share input related to program equity goals

Required Qualifications

Two years of related community engagement experience, or combination or experience and education necessary to complete the job duties

One year of experience with training and presentation, ability to effectively present to community and partner agencies

Experience supervising staff or volunteers and ability to effectively support staff

Self-determined, highly motivated and solution focused

An understanding or the concepts of institutional racism and bias, and genuine commitment to diversity and inclusiveness

Awareness and support of harm reduction philosophy and client-centered approach

Comfort discussing sex, sexuality, and addiction

Ability to communicate in group setting, facilitation skills a plus

Ability to build and maintain bridges between HIV Alliance and community partners

Knowledge of the unique issues affecting high-risk communities and willingness to learn about culturally relevant interventions for impacted populations

Leadership skills and ability to set challenging and attainable goals, to set priorities, to inspire others to high levels of creative performance, and to leverage ideas into action

Experience in effectively prioritizing needs in a complex work environment with multiple and sometimes competing agendas

Ability to maintain a high level of confidentiality, a professional demeanor, and to represent the organization in a positive manner at all times

Strong professional boundaries and ethics

Excellent written and oral communication

Knowledge of Microsoft Word, Excel, and Access

Willingness to work a flexible schedule, including many evenings and some weekends.

Ability to collaborate with agency teams, board of directors, and community members

TB test (provided by agency)

Ability to pass agency criminal background check

Valid Oregon driver’s license, driving record sufficient to be covered by agency auto insurance policy

Physical Demands

While performing the duties of this job, the employee is required

Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.

Transport themselves long distances

Frequent use of arms such as pushing and pulling to open and close drawers and cabinets

Ability to sit or stand for extended periods of time at an assigned station

Ability to bend, stand, and reach to be able to transport clients and to occasionally lift and carry up to 25 pounds (harm reduction kits, naloxone kits, testing and education materials)

Continuous clarity of vision at 20 inches or less for processing of paperwork
