If you are unsure whether you meet the qualifications of this position, or how this would be determined, please feel free to contact Human Resources to discuss your application.GENERAL DESCRIPTION OF THE POSITION:The role of the Migrant Recruiter – Family Engagement Specialist is to actively connect and support families to connect school to support individual student goals focused on academics and school readiness. The Migrant Recruiter – Family Engagement Specialist is also responsible for the identification, recruitment, and eligibility status of migrant students and families in Clackamas County per state and federal requirements. The Migrant Recruiter – Family Engagement Specialist establishes appropriate partners and contacts, provides recruitment activities, follows up on recruitment leads, schedules and conducts eligibility interviews, makes eligibility determinations, and documents program eligibility throughout the county.

The family engagement specialist will set up regular Parent Advisory Committees (PACs) at the local level. Also, they will meet with preschool parents to advise them on early childhood engagement strategies. They will also meet with elementary and middle school parents, and provide support to assist their children with reading and math. Finally, they will support high school parents in understanding graduation requirements and navigating the college process. The FES will attend trainings, and monthly webinars through OMESC and region-based trainings.PROGRAM DESCRIPTION:Migrant Education funds and supports high-quality education programs for migratory children and help ensure that migratory children who move among the states are not penalized in any manner by disparities among states in curriculum, graduation requirements, or state academic content and student academic achievement standards. The goal of the Migrant Education Program is to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete GED) that prepares them for responsible citizenship, further learning, and productive employment.ESSENTIAL FUNCTIONS:

Supports families in order to ensure academic success focused on math and literacy

Investigates, processes, and monitors children, youth, and their families for eligibility for Migrant Education Consortium Program services

Establishes a network of collaborative partners that can assist in the identification and location of families that may qualify for the Migrant Education Program

Assists certified staff in communicating to parents how parents can support their child’s educational success, with emphasis on the following information:testing criteria, assessment tools, special school programs to support parent involvement and promote student success

Fosters improved parental understanding and involvement in increasing their children’s academic achievement

MINIMUM QUALIFICATIONS:

Has or obtains initial level certification for a recruiter within the first six months of employment as required by the Oregon Migrant Education Service Center (OMESC).

Successful experience working with migrant students and families preferred

Knowledge of identification and recruitment for the Migrant Education Program

Fluent written and oral communication skills in both English and Spanish as demonstrated on a proficiency skills assessment provided by Clackamas ESD

Computer skills sufficient to complete online Certificates of Eligibility, produce basic Excel spreadsheets, use the Oregon Migrant Student Information System database, check accuracy of records in the student records management system, and maintain documentation of time use and eligible children/youth outcomes
