Director of Property Management to oversee the day-to-day operations of a portfolio of 600 units across 23 multifamily properties and a growing staff of 16 team members.

General Position Summary:

The Director of Property Management holds Property Managers accountable for maximizing revenues, minimizing operating expenses, adhering to the annual budget, and following all company policies and procedures. We also connect our residents to services through the Resident Service Coordinator.

Essential Functions/Major Responsibilities:

Business Management:

Lead quality day-to-day property management operations to ensure optimal levels of resident satisfaction and retention. Lead efforts to include: effective sales and marketing to maximize unit occupancy, astute revenue management, optimum expense controls and resulting cash flows.

Provide strategic input into portfolio growth.

Create and monitor budget for the property management division.

Oversee property management services with third parties including client relationships, services, and retention. Evaluate third party relationships to ensure necessary net management fee yields.

Work closely with Asset Manager and CFO to evaluate financial performance against benchmarks established by investors, lenders, and the buildings operating pro formas.

Monitor market conditions regularly and communicate to appropriate staff and board any market changes that need to be addressed. Monitor market rents as they pertain to setting organizations property rents.

Manage commercial leases including assessing and calculating annual CAMs, monitoring lease compliance and renewals.

Continually enhance industry knowledge and expertise through real estate and property management publications, reports, and seminars.

Direct staff in preparing for reviews by regulatory agencies, lenders and investors and attend in preparation for these inspections. Review responses to findings or citations and ensure they are submitted to the agencies on time.

Ensure that teams comply with current applicable landlord-tenant law and fair housing law including reasonable accommodation procedures and policy.

Supervisory Responsibilities:

Position has full supervisory responsibility for several employees, including Property Managers and Compliance Manager.

Team building and coaching site teams to guide in the development and training of Property Managers including REAC, LIHTC, HUD, Rural Development regulations, resident retention practices, reporting and best industry practices.

Maintain job descriptions

Hire, retain, determine compensation in accordance with corporate pay scale policies and procedures

Prepare and deliver quarterly and annual performance reviews

Provide discipline, as necessary and in accordance with corporate policy, up to and including termination

Mentor

Provide continuing education opportunities

Supervise daily tasks

Conduct regular staff meetings

Coordinate team building activities within the department

Promote communication and collaboration between departments

Reporting and Other Functions:

Review/prepare monthly property summaries including variance reports on income statements, vacancies, accounts receivable and submit them to CEO and lenders and/or investors as required.

Visit sites on a regular basis to mentor Property Managers and monitor ongoing issues at the properties.

Write and present status reports to leadership team and Board of Directors.

Participate in risk management oversight including safety reviews, loss mitigation and cost control.

Maximize RealPage system capabilities to produce effective reports and useful data analysis.

Qualifications:

Minimum 8-10 years Property Management experience in affordable housing specifically required. Minimum five years experience supervising site teams of Section 8 and/or LIHTC properties.

Must acquire Oregon State Property Managers license within 90 days of hire.

Knowledge of LIHTC, HUD, USDA, Rural Development and similar housing programs.

Strong knowledge of the Fair Housing Act.

Bachelors degree in management/finance or equivalent industry experience.

Demonstrated leadership skills using performance incentives and team-building strategies.

This position requires strong written, oral and reading communication skills to accurately obtain, interpret and transcribe complex programs at all levels of the organization.

Strong computer skills and experience with RealPage, YARDI, Boston Post or other industry software applications.

Other Details:

Pay Range: Grade 9

This position will be based out of UCPMs main office in Roseburg, Oregon.

Job Conditions:

Position experiences interruptions, need for frequent shifting priorities, and deadlines. Requires site visits and use of own vehicle. Must provide proof of valid drivers license and vehicle liability insurance. Requires some evening meetings. Regular attendance is required in accordance with a regular schedule established for the position by the supervisor.
