CIS collaborates with major regional and national carriers to bring an innovative Employee Benefits program to 271 member employers and 11,750+ employees and their dependents. CIS Benefits offers a wide range of coverage and services that are tailored to best serve our member employers.

The Deputy Benefits Director is a new position based in Salem, Oregon. This position supports the Benefits Director in the implementation, management and continual improvement of CIS' health, life and other employee benefit programs as well as activities, products and partnerships that help CIS Benefits create a program that is valued by members.

POSITION HIGHLIGHTS:

-Participate in the planning and evaluation of changes to existing benefits programs and new or expanded

programs, products and partnerships to meet changing member needs. Develop and maintain effective

mechanisms to identify member needs in the employee benefits area.

-Manage day-to-day operations of the CIS online benefits enrollment system. Work with the Operations Manager to resolve system and carrier interface problems.

-Develop and maintain effective communications with members regarding CIS' current and future employee benefits programs.

-Advise and develop recommendations for the Benefits Director on rates, coverage, policies and procedures,

service providers, risk management and all other aspects of CIS' employee benefits plans and activities.

-Monitor the continued solvency and financial viability of CIS' employee benefits programs.

-Keep the Benefits Director apprised of the status and developments in CIS' benefits programs, and new

developments in the employee benefits market place and regulatory arena.

-Implement elements of CIS' strategic plan falling within the position's sphere of responsibility.

-Meet with city and county officials, labor/management committees, or member employee benefits committees to

explain current benefits, benefits options, policies, etc.

-Assist the Benefits Director with open enrollment activities, including development of open enrollment materials,

conducting member and employee meetings, assist with plan setup and other administrative requirements to

ensure enrollment choices are implemented by administrators and carriers.

-Coordinate with vendor partners regarding ongoing benefit administration.

-Make presentations at the CIS Annual Conference and other local/national conferences as requested.

-Attend the Benefits Advisory Committee to remain aware of member feedback.

-Participate in state and national associations engaged in employee benefits issues.

QUALIFICATIONS:

Minimum

-Bachelor's degree in a related field or equivalent experience.

-Five years or more of progressive experience in employee benefits, health care and/or municipal administration

in order to provide effective leadership in the sphere of responsibility and to provide a meaningful contribution to

the management team and the organization's overall objectives.

-Extensive knowledge of principles and practices of employee benefits administration.

-Extensive knowledge of federal and state laws and rules that pertain to employee benefits.

-Extensive knowledge of online or cloud-based benefits enrollment systems.

-Ability to use a computer and related software, including Microsoft Office apps

-Interpersonal skills and effective communication techniques needed to build and maintain effective relationships

with the staff, members, service providers and other partners.

-Leadership skills necessary to effectively manage its staff along with strong negotiation and contract management

skills.

-Skills in effectively managing time.

-Valid Driver's License “ The employee must maintain a safe driving record while employed with CIS.

-Health/Life Insurance license, this must be acquired within one year of hire date.

Desirable:

-Previous experience supervising employees.

-CGBA (Certified Government Benefits Administrator)
