THE POSITIONThe Department of Human Services is seeking a motivated, detail-oriented individual to perform high level administrative duties and responsibilities required for the efficient operation of the Bureau of Financial Operations (BFO) and the Bureau of Procurement and Contract Management (BPCM). Work hours 8:00 am - 4:30 pm, Monday - Friday with a one hour lunch period

DESCRIPTION OF WORKResponsible for the development and monitoring of a two-appropriation budget (Appropriation 263 and 248). Requires the gathering of financial data, analyzing same, and providing a complete operational budget to the Office of Budget. Monitors and reports on the expenditures monthly for all BFO's separate Divisions. Responsible for the management and implementation of the Purchasing Card Program for Department of Human Services. Facilitates monthly Treasury audit requests of purchasing card purchases by contacting Facility and Program Office sources, explaining procedures, obtaining needed documents and forwarding to Treasury. Maintains effective working relationships by working with US Bank and the Office of Budget in processing purchasing card transactions. Keeps current on all procedures by attending meetings on the Access Online System.Researches, by review of documentation and phone calls, all DHS air travel and provides PHHS Comptroller's office with allocations to be charged for same.Reviews county plan submissions for completion and regulatory compliance before recommending next course of approval action. Completes a report of the findings/compliance, tracks responses and approvals, and coordinates as necessary to ensure revisions and corrections are applied appropriately. Provides assistance in the planning, development, implementation, and evaluation of the monitoring plans and objectives for the federal and state programs associated with the Human Services Block Grant (HSBG).Responsible for working with other departmental staff on office relocations. This includes the gathering of specific data such as: work flow processes, operational and space needs, analyzing this information in relationship to budgetary impact and to make final decisions.Responsible for the BFO Monthly Scorecard. Ensure that all data is input each month and insert the appropriate month's data into the Monthly Executive Management Report and submit information to the Deputy Secretary's Office. Responsible for the BFO COOP Plan and serves as the BFO COOP Coordinator. Ensures that the electronic COOP Plan is up to date and meets with Division Directors periodically to ensure all information in the plan is correct. Participates in overall DHS simulation activities and provides training as needed to staff.Serves as BFO Forum Place Parking Officer. Keep a current log of all parking space holders and respond to all Bureau of Administrative Services/Department of General Services requests regarding Forum Place parking.Serves as the BFO Forum Place point of contact for all maintenance issues.Respond to requests to update the Commonwealth Telephone Directory (BFO portion) on a quarterly basis. Serves as the BFO Telecommunications Officer by preparing STD-522 requests to assign or request phone line changes/voicemail reset as needed.Process PO invoices for payment, create shopping carts, submits change orders to POs/contracts and fund commitments.Logs and tracks correspondence assigned from OA and email out responses after signed by the Deputy Secretary or the Secretary.Proo and format draft and final audit reports and send out via certified mail and email after signed by the Bureau Director.Process Organizational membership request and issue payment after approval is obtained.Order supplies for BFO Harrisburg, Philadelphia, Pittsburgh and Scranton Offices. Order business cards, signs, name plates and years of service certificates through Pa Publisher. Preparation of all retirement certificates for BFO employees. Order all forms as needed.Participates in the review, analysis, and establishment of priorities for BFO fixed asset and electronic data processing requirements. Within Department of General Services parameters, insures that suppliers and items to be acquired are selected on the basis of quality and economy, consistent with the verified need level of the acquiring office.
