THE POSITIONThe Pennsylvania Public Utility Commission is seeking a highly motivated Pennsylvania attorney with exceptional writing skills for an Attorney 3 position with our Office of Special Assistants. If you are looking for a position of the highest degree of professional responsibility for legal advisory work, please apply for this challenging and rewarding position.DESCRIPTION OF WORKThe Office of Special Assistants is the writing arm of the Public Utility Commission. The Attorney 3 is expected to handle all aspects of Public Utility Law, including: Rate Proceedings; Water and Wastewater Proceedings; Motor Carrier and Rail/Highway Crossing Proceedings; Telecommunications Proceedings; Consumer Issues; and Special Investigations. The Attorney 3 is expected to draft Commission orders resolving all types of pleadings and procedures, including: Exceptions to Decisions of Administrative Law Judges; Petitions for Interlocutory Review; Certifications of the Record; and Post-Relief Petitions.The Attorney 3 will: (1) review the entire record below; (2) identify, research, and analyze the issues involved; (3) address the positions of the parties; and (4) propose a resolution of the issues through a draft Commission order. The Attorney 3 is expected to draft orders consistent with applicable court decisions, prior Commission decisions, and sound regulatory practice and policy. The Attorney 3 also provides thorough legal review of orders drafted by the office's Rate Case Review Specialists.
