Job Description

The Assistant Manager of Workforce Development will report to Rebuild’s Workforce Development Director.

Rebuild is seeking a people-oriented, equity-obsessed, and detail-focused Assistant Manager of Workforce Development to support Rebuild’s workforce development initiatives. This essential staff member will have primary responsibility for the experience of program participants from application through graduation. This role is designed to support Rebuild’s leadership team in effectively managing a portfolio of career pathway programs related to the building trades. Accordingly, the Assistant Manager of Workforce Development will execute operational and administrative tasks related to recruitment and screening, participant communications, participant oversight and management, coordination of training delivery, information and data management, and cultivation of resources and supports to meet participant needs. The ideal candidate is a self-motivated and organized professional that thinks ahead, works well as part of a dynamic team, maintains thoughtful responsiveness, demonstrates a commitment to excellence, and possesses both strong people and technology skills. The ideal candidate has familiarity with the building trades sector, workforce development best practices, and/or supervisory experience with entry-level employees.

This position is exempt from City Civil Service requirements.

ESSENTIAL FUNCTIONS

The Assistant Manager of Workforce Development’s primary responsibilities are to:

  • Serve as primary program liaison for workforce development program participants
  • Develop and maintain communications systems for all workforce development stakeholders
  • Coordinate logistics for applicants and participants by scheduling interviews, promoting events like info sessions, and communicating with contracted service providers
  • Identify and promote program resources supporting participants’ job attainment and retention
  • Contribute to a positive, outcome-driven participant experience throughout the program by organizing individual and group feedback sessions, observing training sessions, and providing guidance for participants as requested
  • Collaborate with Rebuild’s construction project management team to effectively match program participants with career opportunities in their chosen trades
  • Assist with the recruitment of qualified candidates by participating in community outreach, coordinating interviews, compiling applicant documents, and coordinating candidate screenings with partner organizations
  • Maintain accurate listing of external and internal recruitment partners and stakeholders
  • Coordinate the logistics of program-related events ranging from information sessions to training workshops (e.g., reserving suitable rooms and preparing program binders, handouts, and other materials)
  • Coordinate with the staff of CareerLink and other partner organizations to facilitate the availability of supportive services for participants (e.g., transportation passes, childcare subsidies, etc.)
  • Provide excellent, proactive customer service to jobseekers, program participants, colleagues, stakeholders, and the general public

  • Respond to general inquiries about the workforce development program
  • Manage data using applicable systems with a high degree of accuracy and timeliness
  • Create and distribute status reports as needed
  • Develop proficiency with Smart Recruiters applicant tracking system and other relevant software platforms
  • Perform other duties as required

Qualifications

  • Associate or bachelor’s degree in a related discipline from an accredited institution OR minimum of two years’ related experience performing administrative tasks aligned to program operations/oversight and/or working in a supervisory capacity in construction or for entry-level employees
  • Strong interest in supporting innovative workforce development programs focused on careers in the building trades
  • Experience working with or serving diverse populations, especially entry-level employees
  • Strong experience utilizing technology to document information and create reports (e.g., applicant tracking systems, CRM databases, and/or learning management systems)
  • Proficiency utilizing Microsoft Excel, Word, and PowerPoint
  • Valid driver’s license and ability to travel locally
  • Experience with and knowledge of City government, nonprofits, the building trades, and/or workforce development programs preferred
  • Relevant workforce development or career services experience preferred
  • Familiarity with the skilled trades sector preferred

Additional Information

SALARY: $40,000 - $50,000 / year

  • This position requires the ability to travel to all Rebuild sites across Philadelphia
  • Successful candidates must be a Philadelphia resident within six months of hire
