Job Description

The Solution Architect will be responsible for providing excellent solution design as well as providing high-level technical guidance. The Solution Architect is an experienced, enthusiastic, and hands-on individual who can rapidly learn current state and provide guidance to ensure long-term success. The Solution Architect is also responsible for collaborating with internal teams including Finance, HR, Board of Pensions, and OIT to ensure successful and timely deployments

Essential Functions

  • Responsible for developing, communicating, maintaining, and enforcing the overall Solutions for the Oracle EBS Human Capital Management (HCM) that includes Human Resources, Benefits Administration, Time and Labor, Payroll, Payroll Accounting for Employees
  • Apply best practices in design methodology
  • Provide architecture guidance for building scalable, maintainable solutions
  • Work effectively with other teams, stakeholders, and leadership
  • Be prompt and provide high-quality service and leadership to align with goals and requests
  • Oversee product deployment activities
  • Review functional and technical product documentation
  • Coach and mentor team members in newer Oracle technologies
  • Expected to understand all solution components and how they inter-operate to support business processes and management information needs
  • Responsible for interface and integration strategies with external systems and processes, including determining, understanding, and maintaining business requirements for those interactions
  • Responsible for ensuring compliance with external requirements that impact the business
  • Responsible for managing a team of Oracle functional and technical resources (both employees and consultants) who maintain, support and enhance City of Philadelphia’s Oracle EBS HCM
  • Fully responsible for managing direct reports, including interviewing, hiring, motivating, conducting performance reviews, and terminations when needed
  • Gains an in-depth understanding of the current business processes by meeting/working with business owners
  • Gains a good understanding of how the team integrates with others in accomplishing objectives and evaluates needs by using multiple sources of information as input to analyze solutions
  • Provides guidance to team members and business analysts in the creation of unit system testing plans and test scripts and ensures the thorough testing of all software customizations, bolt-ons, and interfaces to meet SDLC requirements
  • Ensures that team members complete necessary documentation for all efforts
  • Reports on the project status per agreed upon details in the Project Communication Plan
  • Enforces the compliancy of established processes and procedures for project management, SDLC, and/or ERP design and coding standards for all efforts
  • Is responsible for the quality and timeliness of end results and the effectiveness of the team
  • Stays current with evolving technologies
  • Uses highly developed communication and diplomacy skills in order to direct/motivate/influence teams and external customers
  • Support the functional team for the Oracle upgrade and patching

Qualifications

Education and Experience

  • Completion of a Bachelors’ degree with coursework in computer science or information systems, or in management and progressively responsible technology-related and analysis experience.
  • Working knowledge of Oracle EBS and enterprise applications
  • Working knowledge of databases and data warehousing would be a plus
  • Seven (7) years or more of applicable work experience
  • Experience working in a large governmental environment preferred

Competencies, Knowledge, Skills and Abilities

  • This position requires an individual with Senior Oracle EBS HCM Engineer/Architect skills, application knowledge, and business experience to lead the delivery of quality applications in the expanding HCM and Archiving environments, with the ability and desire to lead technical solutions, and collaborate closely with the technical, functional, and business team members to enhance the retiree systems capabilities.
  • Ability to communicate and interact with all levels of team members, as well as senior business owners.
  • Demonstrated Oracle EBS HCM functional/technical implementation expertise in a large, complex environment
  • Ability to plan, assign and supervise the work of subordinates
  • Good understanding of the methods and techniques used in information technology
  • Ability to coordinate a work team to determine and coordinate training needs for specific tasks or assignments
  • Ability to perform detailed work accurately
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly, succinctly and effectively both verbally and in writing
  • Knowledge of safe working procedures related to work performed.

Knowledge Of:

  • Oracle EBS HCM Modules
  • Broad-based technology in multiple business applications and environments
  • Strong knowledge of MS Project, Excel, Word, PowerPoint
  • Working effectively across organizational boundaries
