Global Citizen is a non-profit organization dedicated to civic engagement among diverse groups through volunteering, education, community building, service learning, economic opportunity, leadership development, and dialogue. Global Citizen brings together people of all ages and backgrounds through active citizenship and civic responsibility that result in breaking down barriers, building understanding, and fostering ongoing, diverse partnerships.

Read by 4th is a city-wide campaign managed by the Free Library of Philadelphia. Read by 4th brings over 150 partner organizations together with the shared goal of all children reading at grade level by the start of fourth grade.

The Community Mobilization Working Group is the community branch of the Read by 4th Campaign, and the Reading Captains Initiative empowers individual community members to support families in raising readers their own neighborhoods. Reading Captains share information and resources with other adults in their communities so that their children have what it takes to read at grade level. Reading Captains are the front lines of building a movement to support every child’s right to read and grow the advocates for early literacy across the city.

Job Description:

The Program Director is responsible for developing and implementing a city-wide vision to grow civic engagement around early literacy. This includes building and ensuring usage of an online portal to recruit and support volunteers for a number of efforts related to Read by 4th and further developing the Reading Captains Initiative. This involves engaging volunteers, nonprofit organizations, and other community partners to grow and support a corps of community volunteers sharing early childhood literacy information with friends and neighbors and identifying other opportunities to engage the community in early childhood literacy efforts.

This role will include the following responsibilities:

Strategy and Leadership

  • Work with various levels of the Read by 4th campaign (Reading Captains, partner organizations, and staff) to drive the direction of the Initiative.

  • Work with the RISE Partnership (data and evaluation partner) and Milkcrate (app developer) to both celebrate Reading Captains’ successes as well as track metrics of success for the Initiative.

  • Collaborate with Global Citizen leadership to provide updates to community partners and stakeholders in the Community Mobilization Working Group.

Community Organizing

  • Work with the Program Manager to host multiple community meetings for Reading Captains throughout Philadelphia.

  • Manage outreach and relationships with other volunteer organizations and partners that support literacy and early childhood education.

  • Act as liaison between organizational leadership and community members. Advocate and communicate community concerns to spur collective action to address those concerns.

Volunteer Management and Engagement

  • Develop an outreach plan to achieve increased participation goals in the Reading Captains Initiative, including new partnerships and increasing the size and quality of outreach lists.

  • In partnership with Global Citizen leadership, set and achieve goals for building a volunteer program that can address volunteer needs of Read by 4th’s Partner Network.

Other Responsibilities

  • Work with Global Citizen staff to expand the scope of Global Citizen’s existing initiatives, including the Greater Philadelphia Martin Luther King Day of Service and Year-Round Volunteering Program.

  • Develop strategies for aligning Read by 4th volunteer goals with those of other Global Citizen initiatives.

  • Initiate new partnerships with community-based organizations, and maintain current partnerships.

Job Requirements

  • Ability to work occasional evening and weekend hours

  • Travel within the Philadelphia area

  • Strong oral and written communication skills

  • 2-4 years experience in nonprofit or community-based leadership

  • Undergraduate degree or higher

Desired Experience

  • A deep commitment to community service, civil rights, and social justice

  • A demonstrated interest and knowledge in children’s literacy in Philadelphia

  • Experience facilitating or coordinating community meetings

  • Someone who is self-directed with an entrepreneurial spirit

  • Ability to speak another language

  • Demonstrated volunteer and/or event management experience
