SPECIFIC DUTIES
Analyst translate business needs into high-quality technical and system requirements that can be developed in a sprint;
Facilitate project meetings or presentations to diverse audiences that may include project management, technical staff, and other project stakeholders;
Communicate effectively and frequently with the project team, clients, and project stakeholders using Microsoft Teams, meetings, emails, and other forms of communication;
Extensive experience developing applications using Microsoft Visual Studio, C#, ASP.NET, HTML, JavaScript, and Angular JS.
Manage customer relationships, expectations, needs, and strategies to support and align development efforts to meet the business needs;
Adhere to scrum methodology to accurately estimate, plan, and develop solutions or deliverables within a sprint;
Translate requirements into information technology solutions;
Lead or participate in sessions where requirements are verified with the project team, client, and other end users for approval/acceptance of requirements deliverables;
As a member of the project's technical team, participate in reviews of other technical deliverables;
Participate in the design of system interfaces and approve/accept all general and detailed interface design deliverables;

Develop both front and backend functionality for the user interface;
Create, design, and execute high-quality reusable unit test scripts;
Utilize the Azure DevOps platform for documenting, tracking, and prioritizing all project related work, tasks, and documentation;
Adhere to project scope, or MVP, to ensure on-time delivery of project tasks, deliverables, and milestones;

Provide leadership to team members and peers through collaboration, articulating ideas, and proposing process improvements to project leadership and within the project team
Provide support for the implementation of business solutions;



QUALIFICATIONS

• Strong project management and client management skills - ability to manage multiple tasks at any given point;
• Excellent relationship building and communication skills, written and verbal;
• Highly organized with strong attention to detail;
• Ability to create solutions that are highly functional, elicit relevant, high-quality technical and system requirements;
• Experience writing high-quality, reusable unit tests;
• Strong understanding of the principles of agile, scrum, SDLC, minimum viable product, and scope;
• Strong background of experience using the suite of Microsoft products (Word, Excel, Teams, PowerPoint, etc.);
• Experience using Azure DevOps, Jira, or a similar project management tool;
• Extremely proficient in with database design and architecture;
• Highly proficient in front and back end systems design and development;
• Techno-Functional background and understanding of System Interface Architecture, Integration, Data Analysis, and APIs;
• Proficient in Model-View-Controller
  (MVC) framework;
• Highly proficient in development of Web Services, WebMethods, and Web APIs;
• Required programming skills - SQL database; MS Visual Studio; webMethods; .NET Framework; C#; ASP.NET; HTML; JavaScript; MVC framework; Web Services and/or Web API, Angular JS; Team Foundation Server;
• Ability to identify and communicate technical issues, both verbally and written, to project management;
• Ability to develop recommendations and facilitate resolution of interface issues with project, agency IT and vendor staff;
• Ability to maintain effective working relationships with vendor and State technical staff;
• Understanding of system interface architecture best practices;
• Working knowledge of middleware tools and use in interface design and development;
• Ability to work within a demanding project environment;
• Bachelor's degree plus five years of experience in systems development with emphasis on interface development.
