Prepares and assists in presenting information for filings with the appropriate Commissions and/or regulatory body and internal decision making. Partner with Operating Companies, finance, accounting and regulatory in policy development and coordinating their joint efforts to develop consistent policy positions. Supports projects, analysis and research that support regulatory reports and compliance filings for Natural Gas and Electric Utility Companies across Black Hills Corporation. Prepares and files monthly and quarterly informational reports with various state and federal regulatory agencies.SALARY RANGE: Determined by the knowledge, skills and abilities of the applicant.

Analyst I: $53,050 - $79,650

Analyst II: $62,850 - $94,200

ESSENTIAL JOB FUNCTIONS:

Support all company efforts to ensure that the utilities within assigned jurisdiction(s) report accurate financial and operating information and receive adequate and timely recovery of its costs.

Use analytical skills to develop a solid understanding of various ratemaking policies and concepts, including revenue requirements, cost allocation, cost of service, rate of return, regulatory accounting and the time value of money.

Assist in supporting the ongoing relationship between the Company’s assigned jurisdiction(s) and the Public Utility Commission(s) of the assigned jurisdiction(s), Federal Energy Regulatory Commission, US Energy Information Administration, etc. by providing timely, accurate reports that help establish regulatory rapport with the Staff and other members of the external regulatory community.

Present analytical conclusions (orally and in writing) to management, and other constituents in an organized, concise and timely fashion.

Monitor, review and analyze federal and state regulatory requirements and industry issues for electric and gas operations and keep department leadership apprised of findings.

Monitor filing due dates and plan resources to meet all deadlines accurately and on time.

Support business-specific research, analyze data, interpret results and make recommendations that align with Company policies and initiatives.

Participate in the development of regulatory policies and initiatives that support business strategies, which support the Company’s long-term regulatory goals, and support the financial health of the Company.

Research and communicate the proper interpretation of rates, rules, and terms and conditions of service to company personnel through written and verbal communications.

Support customer service with the implementation of tariff changes and/or new tariffs. Establish and maintain a test protocol to verify changes.

Obtain, analyze and interpret Company financial and statistical data to be used in regulatory reports, filings and studies.

Develop and maintain written documentation of procedures for completing regulatory reports including management review.

Monitor filing due dates and plan resources to meet all deadlines accurately and on time.

Prepare annual performance plan consistent with job expectations.

Support complex data analysis to inform decision making, design and file financial models for concurrent cost recovery riders and adjustments clauses.

ADDITIONAL RESPONSIBILITIES:

Participate in various internal and external stakeholder groups in order to develop and implement the Company's strategic action plans.

Provide financial reporting and analysis that serve as foundation for the development of rate strategies and rate design.

Assist in the development of communication plans to inform customers of changes in services and rates.

Support utility efforts to respond to customer complaints to the commissions.

Keep supervisor informed of project work status.

Prepare testimony drafts that explain complex financial concepts to non-financial professionals.

Maintain professional working relationships with all employees, regulators, commission staff, business associates, consultants and customers.

QUALIFICATIONS:

Analyst I: One to three (1-3) years of accounting or finance related experience preferred.

Analyst II:Three to five (3-5) years of accounting or finance related experience.

Relevant experience to the utility regulatory processes preferred.

Bachelor’s degree in a relevant field, such as Business, Accounting or Finance, Engineering or equivalent experience required.

Master’s degree in a relevant field such as Business, Accounting or Finance, or equivalent preferred.

KNOWLEDGE/SKILLS/ABILITIES:

Understanding of the utility regulatory process and rate analysis for both gas and electric utility service

Familiarity with Cost of Service studies, development of adjustment clauses or equivalent experience a plus.

In-depth knowledge of accounting and financial concepts.

Strong interpersonal skills. Effective collaboration skills and excellent oral and written communication skills.

Excellent user capabilities with MS Office software (proficiency in Word, Excel, Outlook and PowerPoint. Experience working with database and collaborative software tools (Workiva, FileNet, Sharepoint, etc.)

Strong quantitative and analytical skills, and the ability to perform complex analysis.

Ability to prioritize and organize work; demonstrated ability in developing and maintaining project schedules.

Ability to manage multiple tasks/projects in a fluid work environment; accurately perform required tasks and meet deadlines while paying close attention to detail.

Ability to demonstrate initiative and to work independently as well as with a team.

Ability to interpret, analyze and enhance rate tariffs and schedules.
