The Office of Immigrant Services (OIS) is seeking a full-time Program Leader I to lead the Chattanooga office. Candidates must be detail-oriented, compassionate, and have an interest in immigration law. Experience with administrative work or immigration law is preferred, but not required. Training will be provided.

The OIS Program Leader I is responsible for planning, organizing, staffing, controlling, and promoting the Chattanooga OIS Program. OIS provides low-cost, quality legal immigration services to the East Tennessee immigrant and refugee community. OIS provides immigration legal services to help eligible individuals and families obtain their permanent legal status, assist clients with the naturalization process, and other humanitarian relief. OIS is dedicated to assisting survivors of domestic violence, victims of trafficking, and crimes. This position has no supervisory responsibilities.

Job Responsibilities:

• Screen and complete intakes for individuals and families determining eligibility for program services; provide necessary referrals.

• Assess individuals and families in a comprehensive, individualized, strengths-based and culturally responsive manner.

• Complete appropriate immigration applications for clients.

• Conduct legal research to ensure compliance with current immigration laws and regulations.

• Work and communicate with the community partners regarding resources and client's needs.

• Maintain all case records and documentation mandated by CCETN's policies and procedures.

• Make appropriate referrals as necessary for immigration legal services beyond the scope of the program or one's own competencies, and for other social service needs.

• Welcome clients to OIS and determine the nature of the visit/inquiry.

• Communicate intake process to clients.

• Manage voicemail system daily by checking receiving, forwarding, and returning messages as appropriate.

• Translate documents, forms, statements from Spanish to English or English to Spanish.

• Prepare, track, copy, and mail outgoing mail to the United States Citizenship and Immigration Services (USCIS).

• Process and track all mail.

• Conduct monthly/quarterly Law Logix and office reports.

Programmatic Responsibilities:

• Plan the delivery of the overall program and activities in accordance with the mission and the goals of CCETN.

• Assist in developing an annual budget and operating plan to support the program.

• Recommend funding proposals for the program to ensure the continuous delivery of services.

• Ensure that program activities operate within the policies and procedures of CCETN.

• Ensure that program activities comply with all relevant legislation and professional standards.

• Oversee the collection and maintenance of records on the clients of the program for statistical purposes.

• Provide a safe environment for staff, clients, and volunteers and report any safety concerns.

• Recruit, interview, and select qualified program volunteers.

• Direct, plan, and coordinate the work of volunteers including supervision, evaluation, and training.

• Write reports on the program for management and for funders.

• Communicate with funders as outlined in funding agreements.

• Ensure that the program operates within the approved budget.

• Provide required information to have invoices generated and submitted to funders according to the established timelines.

• Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework.

• Report evaluation findings and recommend changes to enhance the program, as appropriate.

• Attend regular staff meetings and use all forms of communication effectively.

• Build relationships with community stakeholders to advance the mission and fundraising goals of the program.

• Actively participate or present relevant immigration information to the immigrant and nonimmigrant communities as needed.

• Collaborate with the Development staff to create marketing and communication materials that promote the program.

Job Requirements:

• Must be able to move objects weighing up to 25 lbs.

• Must hold a valid driver license

• Must be flexible and able to work evenings, weekends, and holidays if required

• Must be willing to travel as required

• Must maintain any training and certification requirements

• Must support the teachings of the Catholic Church and embody our organization's mission and culture through behavior and daily interactions

• Regular and predictable on-site attendance is required

Job Qualifications:

• Bachelor's degree is preferred

• Work experience in the immigration legal or social services field is preferred

• DOJ Certification or the ability to submit application for DOJ accreditation within 6 months of hire

• Must speak Spanish and English fluently

• Strong organizational skills and ability to meet deadlines

• Strong ability to think and act independently

• Experience with MicroSoft Word, Excel, and Outlook
