Job Description/Requirements
• Experienced with the generation and administration of government and/or corporate multi-million-dollar multi-year contracts.
o Experience in contracting for Information Technology (IT) systems preferred.
• Generates competitive solicitations for multi-year contracts using various solicitation methods (e.g., Request for Proposal, Invitation to Bid, etc.).
• Generates sole source contracts, as well as the documentation required to support management approval to award a sole source contract.
• Researches specific markets and industry developments to incorporate into contract specifications.
• Gathers and analyzes both internal and external information which are used to develop specifications to support contract generation.
• Solves common problems associated with contract management, including data analysis and negotiations.
• Conducts ongoing supplier and contract management to ensure supplier and state compliance are in line with contractual obligations.
• Acts as a liaison between the agency, central procurement office, and the supplier in support of contract activities.
• Builds and manages business relationships with multiple TDOT divisions, central procurement office, and key suppliers to facilitate effective contract management and sourcing outcomes.
• Knowledge of public or private contract management systems (e.g., Oracle, PeopleSoft, or other enterprise procurement systems).
• Demonstrated skills in effective oral and written communication, as well as interpersonal skills.
• Demonstrated analytical skills.
• Detail oriented, organized team player with significant experience analyzing, planning, monitoring and evaluating work to ensure that expectations are exceeded.
