Employer will not sponsor visas for positionThis position functions as a business partner by providing strategic human resources related consultation and services to assigned business units, enforcing company policies and procedures, including Federal, State and local regulations. This position partners in the selection process, facilitates organizational moves and changes, assist with salary reviews and compensation projects, and coordinates training efforts. Recruiting/Hiring - Prepare personnel requisitions; develop job postings and external advertisements. Represent CITGO at career fairs and campus recruiting receptions. Screen resumes and forward to hiring manager for review. Conduct interviews and provide hiring recommendations. Analyze salaries of comparable employees and develop salary recommendations.

Employee/Managerial Counseling - Provide career counseling to employees, counsel employees with complaints to determine if an investigation is necessary, provide guidance to employees to improve their communication and relationships with supervisors/co-workers, counsel supervisors whose employees are experiencing performance or other problems; provide counsel as to the use of our Employee Assistance Program. Guidance provided must be consistent with company policies and practices as well as with federal and state regulations.

Special Projects/Other – Prepare monthly and special ad hoc reports at the request of management.

Employee/Supervisory Development Programs - Research and prepare coursework and/or facilitate instruction of the following programs: (1) Supervisory Skills Training; (2) Employment Law; (3) Sexual Harassment; (4) Employee Development Plan; and (5) New Employee Orientation.

Policies/Benefits - Maintain current knowledge of company policies and benefit plan provisions. Conduct benefits overview at new employee orientation regarding plan enrollment; be knowledgeable and provide comprehensive benefits explanations to employees and their spouses considering retirement, long term disability retirement, or disability retirement. Provide benefits counseling and assistance to beneficiaries of deceased employees.

Payroll Administration - Monitor attendance records of salaried employees to report changes in short-term disability entitlement for proper payment of benefits; submit paperwork affecting payroll (tax forms, direct deposit, credit union deductions) for data entry on a timely basis; consult with managers on band, level and special increases preparing the paperwork and assembling supporting documentation. Conduct exit interviews with terminating employees.

Organizational Structure Change - Assist management in developing organizational structure changes. Facilitate the writing of job descriptions. Prepare announcements of personnel changes.

Equal Employment and Affirmative Action Activity - Comply with program guidelines. Advise hiring manager of any areas of underutilization. Conduct fact-finding investigations on all discrimination/harassment complaints and recommend appropriate action that provides problem resolution at a minimum cost and disruption to the organization, develop/maintain female and minority community referral sources and serve as CITGO's representative in various community career fairs as an affirmative action employer.

Labor Relations - Receive grievances through approved channels for hourly employees. Assist with resolving questions and problems related to contract interpretation. Participate in employee investigations and discipline administration. Serve as scribe at company/union monthly meetings and contract negotiations. Provide administrative support for maintaining grievance logs, absence tracking, headcount reports, organizational charts and attrition charts.
