Job Summary:

The Mechanical Engineer performs engineering duties in planning and designing tools, engines, machines, and other mechanically functioning equipment. Provides engineering oversight for installation, operation, maintenance, and repair of equipment such as centralized HVAC, gas, water, and steam systems. Assists Requirements & Optimization (R&O) Engineering Technicians and R&O Manager in the development of Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) for the entire installation. Utilizes Operations Engineering Preventative Maintenance (PM)/ Sustainment Management System (SMS)/ Work Management Civil Engineering Playbooks, Air Force Instruction 32-1001 in implementing the enterprise wide Civil Engineer Transformation Program Action Directive (PAD) 12-03

Primary Duties:

Designs and implements cost-effective equipment modifications to help improve safety and reliability Performs design work for renovations and improvement projects for real property facilities. Interprets and adapts traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards.

Develops life cycle cost estimates and time schedules.

Reviews and analyzes preliminary and final designs, plans and specifications for technical efficiency and adequacy.

Prepares necessary correspondence, technical reports, contract documents, fact sheets and status reports. Assist in performing facility condition assessments for a verity for buildings on base.

Makes recommendations to senior leadership for enhancements and new projects. Serves as the primary Point Of Contact for all fire alarms, sprinkler, and fire suppression systems.

Follows the Air Force play books guidance as it relates to requirements and optimization for base infrastructure systems.

Creates presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.

Creates Asset Lifecycle Portfolios. Develops a recommended investment strategy for a portfolio of assets for submission

Creates Job Aids that includes basic and developing capabilities and checklists for work management, PM, AMP, Sub-AMP, and Material Control for submission to the Air Force Civil Engineer Center (AFCEC) IAW Civil Engineer Operations Engineering (CEOE) Performance Maturity Model; basic and developing capability.

Develops Key Performance Indicators (KPIs) that track and evaluate goals, metrics, and trends ensuring the activity meets or exceeds all KPIs to deliver optimal services; Work Tasks (WT), Maintenance History- Preventative Maintenance (PM) to Corrective Maintenance (CM) Ratios and Return On Investment (ROI), Work Management, Track Funds (O&M Cost Expenditures-Programmed Planned Future Work), Facility Management Program, Warranty, and Work Request Review Board (WRRB)

Develop and provide a monthly, quarterly and annual forecasted balanced schedule to AFCEC for (PM), Plant Ops (PO), (CM), and enhancement projects

Develop Asset Management Plans updates and reports; ACTIVITY MANAGEMENT PLAN (AMP), Comprehensive Asset Management Plans. (CAMP), Base Comprehensive Asset Management Plans (BCAMP) as required.

Provide and track work history schedules for emergency, PM,PO,CM and enhancement to include; craftsmen hours, availability rate, and work hour balance 15 calendar days after each month has been completed IAW Operations Engineering PM/SM/S/Work Management Playbooks, PAD 12-03 and AFI 32-1001

Conduct/Attend AMP and Sub-AMP working group quarterly as directed.

Develops checklists and required submittals on cradle to grave execution with milestones for all contract projects to include; a schedule for contract opportunity delivery as required.

Provide SMS Quality Assurance reviews monthly to show percentage of condition - based management data in selected SMS (e.g. NexGen IT, BUILDER) to ensure compliance with processes and procedures.

Develop schedule to manage processes and issues for Sub-AMPs’ specific assets/systems

Supports design construction update meetings

Attends/supports WRRB board as required

Develops cost estimates

Validates project requirements

Builds project folders (electronic and hard copy)

Develop a thorough knowledge of all relevant CE Playbooks, SMS, Unified Facilities Criteria (UFC), Occupational Safety and Health Administration (OSHA) and mechanical codes.

Coordinates environmental requirements/permits (e.g.,EA, EIS, SHPO, NEPA)

Education, Experience, Skills:

Mechanical Engineering Degree

Degree Program Must have ABET accreditation

Valid Driver’s License

5 years’ minimum experience

Preferred:

Prior Air Force Mechanical Engineering experience

Possess a Professional Engineering (PE) License for the State of Texas

AutoCAD, GIS, and other design software experience

Other Requirements:

Must be able to complete criminal record background check (T1)

Must be able to drive a company vehicle and be insured.

Must comply with all company policies.

Physical Requirements:

While performing the duties of this Job, the employee is regularly required to sit for a period of 8 hours per day and must be able to lift and /or move up to 40 pounds.

Work Environment:
