Description
The Project Cost Engineer assists the Project Controls Manager in ensuring the establishment and consistent application of project cost and earned value best practices according to established procedures.
Assures that the project cost system(s) is / are functioning as required to provide the project team with accurate and timely data.
Analyzes the data to surface issues and proactively provides the project team with areas of concern and potential solutions as soon as possible so that they can be addressed and improve the project outcome.
This assignment includes hands on work in the cost function and provides intimate exposure to the risk, estimating and scheduling competencies.
Responsibilities and Accountabilities
Provide project cost, quantity, manpower, and earned value metric reporting as well as analyzing cost and productivity variances.
Proactively informs the project team of problems and proposes resolutions. Assists the Project Controls Manager in establishing and maintaining contractor cost and performance measurement requirements that meet the Project Management Process (PMP) requirements. Assists the Project Controls Manager in developing the project Work Breakdown Structure (WBS).
Works with contractors to ensure compliance with WBS and work packaging requirements through appropriate segregation and coding of cost data.
Reviews the cost estimates, man-hour budgets, scope changes, and budget revisions produced by contractors, subcontractors, and vendors.
Assists the Project Controls Manager in the establishment and execution of effective change management processes that meet the Project Management Process (PMP) requirements.
Identifies and documents cost data that may be applicable to future projects, ensures collection and capture of such data.
Assists in benchmarking efforts and the completion of contractor, subcontractor, and vendor reviews and audits.
Participates in development of Project Execution Plan (PEP).
Ability to work multiple projects at one time with flexibility to travel to project locations when time is required.
Qualifications and Experience
Bachelor's degree in Business, Engineering, Construction Management, or related field or equivalent work experience.
10 years of cost control experience preferably in relation to petrochemical or refining industry projects.
Considerable knowledge of petrochemical / refining industry contracting practices, project control reporting processes, project management practices, and financial system processes related to project management.
Self-motivated problem solver with excellent analytical skills and attention to details. Ability to tactfully communicate a difficult message.
Knowledge of risk management and analysis.
Excellent oral and written communication skills and ability to collaborate with project teams.
Excellent computer skills, particularly with SAP and Microsoft Excel.
