POSITION OVERVIEWApplications Accepted From: All persons InterestedDepartment: Health Department Division: Environmental HealthSection: Pollution Control & PreventionWorkdays & Hours: Monday – Friday 8:00 AM – 5:00 PM Subject to ChangeDESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONSThe Houston Health Department is seeking a qualified candidate for the position of Environmental Investigator IV to perform the following duties:Investigate complaints concerning pollution and contamination through on-site inspections with monitors, samplers, and other screening equipment.

Conduct enforcement by issuing citations and violation notices to violators and testify as an expert witness during court proceedings.

Investigate minimum property standards and health code issues at multi-family habitability facilities.

Prepare surveys, investigation, and observation reports for utilization in corrective recommendations or as legal evidence in the prosecution of violators.

Maintain and operate scientific instruments.

Communicate and coordinate with owners and property managers to track corrective actions at apartments.

Make referrals to other regulators and programs for any issues not addressed by the Bureau of Pollution Control and Prevention.

Participate in public outreach events.

Train new Environmental Investigators

Provide information to Public Information Officer upon request.

Supervise Environmental Investigator II’s and III’s.

Maintain program metrics for performance reporting

Any other duties assigned by supervisor

WORKING CONDITIONSThis position routinely requires lifting of moderately heavy items (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional exposures to significant levels of heat, cold, moisture and air pollution. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.EXPERIENCE REQUIREMENTSThree (3) years of pollution/environmental control experience are required.LICENSE REQUIREMENTSN/APREFERENCESPreference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED NoneHowever, the department may administer a skills assessment evaluation.SAFETY IMPACT POSITION Yes If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.SALARY INFORMATION : General FundFactors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.Pay Grade 23APPLICATION PROCEDURESOnly online applications will be accepted for this City of Houston job and must be received by the Human Resources Department during active posting period.
