Provide technical guidance and training to technical staff. Provides technical analysis and information to develop solutions and improve systems and plans. Establishes goals, develops and evaluates performance of personnel and/or projects. Responds to inquires by departments, consultants, agencies and the general public. This position will focus on, but is not limited to, the area of telecommunications, utilities and traffic related issues. The duties may include:

Utility and telecommunication permitting and its relation to work within the City's right of way.

Telecommunication type work includes but is not limited to fiber optics, duct bank, direct bury, and node location

Works with Houston Public Work's operations groups to determine areas of concern relative to permitting of telecommunication and utility type work.

Work may include review of structural telecommunication components.

In addition will work with OCE's Traffic group to resolve customer issues. Expected to become well versed in traffic design criteria, and work with reviewers to guide customer appropriately.

Utilizes current state laws, and current City ordinances to improve design criteria, specifications and permit review.

Utilizes IDM, Code of Ordinances, design guidelines and other design resources provided to resolve any design conflict issues. Supervises Graduate Engineers, Engineers, and technical staff.

Developing performance indicators and tracking system on staff assignment. Performs other duties as assigned.

WORKING CONDITIONSThere are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.This is a Department of Houston Public Works Emergency Management position at the Tier III Level.MINIMUM REQUIREMENTSMINIMUM EDUCATIONAL REQUIREMENTSRequires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.ORRequires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.MINIMUM EXPERIENCE REQUIREMENTSSix (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.MINIMUM LICENSE REQUIREMENTSRequires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.Must have valid Texas Driver's License and compliance with the City of Houston's policy on driving (A.P. 2-2).PREFERENCESThe preferred candidate will possess prior utility design and plan production experience, be knowledgeable about telecommunication and utility type work, and have a firm understanding of construction methods. The preferred candidate will also possess exhibit strong analytical, problem-solving, communication, and interpersonal skills.
