As the SharePoint Developer, you will provide the United States Army Institute of Surgical Research (USAISR) with Internet and Intranet website and SharePoint Frontend Development and Sustainment Service to maintain mission critical operations for the USAISR Information Management Department (IMD) within the Resources Directorate. Intranet and SharePoint Sustainment Service Support consists of website development, testing, on-site management, and sustainment support of the software for a web-based portal for the USAISR as well as workspaces and workflows within SharePoint.
The USAISR is moving from using an internally hosted Hypertext Markup Language (HTML) based Intranet system to an externally hosted SharePoint system. The SharePoint Developer is responsible for developing new and migrating existing sites to SharePoint by providing content to the USAISR s website for users that regularly access the website, in order to utilize it as a major source for information and decision-making until the transition is complete.

Essential Duties & Responsibilities:
  • Follow policies and procedures provided by the Government Subject Matter Expert (SME).
  • Coordinate and collaborate with designated functional area representatives to define requirements, construct websites, SharePoint workspaces, and translate those to the USAMRDC technical support staff where required on hosted platforms.
  • Monitor Internet/Intranet site pages for currency per standard operating procedures and local policies.
  • Update public Internet, private Intranet, and SharePoint content with approved content following provided guidance.
  • Coordinate updates to content and security roles with USAMRDC technical team and USAISR system administrators.
  • Use DoD Remedy ticketing system to track trouble tickets, resolutions for Internet/Intranet websites, and SharePoint services.
  • Perform initial troubleshooting of all identified support requests for Intranet/Internet websites, and SharePoint services.
  • Coordinate activities with other USAISR support people as required to complete complex projects.
  • Design, develop, support knowledge-based repositories hosted in IIS, SharePoint, and other applications.
  • Design, develop, implement, and support Intranet web pages using current accepted business practices for the organization s AKO/DKO, AKO-s, APN, SharePoint, and Intranet sites.
  • Assist organization s user population in designing/implementing appropriate web technology to support workflow.
  • Consult and coordinate with end users and/or Government IT personnel to understand specific issues/problems and then provide advice and/or solutions to the issues/problems.
  • Translate end user expressed needs into deliverable web-based services.
  • Develop web-based applications and repositories using Microsoft web development tools such as Visual Basic, Visual Studio.NET, Application Service Provider (ASP), JavaScript, HTML, and XML.
  • Coordinate with other developers and database administrators in design, construction, implementation, and support of existing and proposed web-based systems.
  • Evaluate customer requirements to select correct platform and develop workflow solution.
  • Ensure site functionality across multiple browser types and resolve search engine/browser compatibility issues.
  • Modify existing website, and intranet code to add/replace functionality. Maintain and, as required, expand existing web pages upon government need.
  • Document changes to code, and workflows as well as site configurations.
  • Perform front/back end design and development using advanced programming techniques.
  • Develop and maintain web-enabled capabilities. Plan, design, development, test and implement various static and dynamic content web sites for web services technologies.
  • Maintain IIS Intranet server layer security in compliance with Security Technical Implementation Guide (STIG) and vulnerability assessment requirements.
  • Train user groups how to effectively use the constructed solutions.
  • Maintain regular and punctual attendance.
  • Perform all other duties as assigned.

Minimum Qualifications:
  • Three (3) plus years hands-on technical experience with Web Development and/or SharePoint Development, computer systems, information systems and data communications.
  • Required Certifications (certifications must be maintained for the duration of employment):
  • DoD 8570.01 M IAT Level II Baseline Cybersecurity Certification Required such as (Security+ CE or equivalent as specified in DoD 8570.01 M).
  • IAT Level III DoD 8570.01 M Computing Environment Certification such as one of the following: Certified Microsoft Web Developer, Microsoft Certified SharePoint Developer, Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Expert (MCSE), Microsoft 365 Developer, Microsoft Certified Power Apps + Dynamics 365 Developer, Microsoft Certified Microsoft Dynamics 365 + Power Platform Solution Architect, Microsoft Certified Dynamics 365: Finance and Operations Apps Developer, or Microsoft Certified Dynamics 365: Finance and Operations Apps Solution Architect.
  • Bachelor s degree in Computer Science or related field is preferred.
  • Must be able to obtain a favorable adjudicated Tier 1 Investigation (T1) or higher investigation in accordance with Army Directive 2014-05 (U.S. Citizenship required).

Special Skills:
  • Microsoft SharePoint and MS Web Developer experience as well as troubleshooting from the DoD Remedy ticketing system.
  • Requires strong independent technical skills for work in a team setting.

COVID-19 considerations:
All staff is temporarily working remotely at this time. If required to go on-site, masks and social distancing are required. On-site work will be required once restrictions are lifted - relocation assistance is offered.
