The Project Superintendent/ Quality Control Manager is located at the project site throughout the duration of the project. The successful candidate will be responsible for implementing and coordinating activities concerned with project construction, may assist with planning the construction project and is responsible for managing and performing the daily QCM responsibilities to ensure the project is constructed in accordance with the established minimum standards. This responsibility includes direct oversight and review of the entire documentation and physical inspection phase of the work flow process and working with other in-house personnel and external personnel to produce and document a quality product.

ESSENTIAL FUNCTIONS:

• Coordinate with the Project staff and subcontractors to plan, organize and direct activities concerned with the construction project.

• Ensure all project training is completed and safety programs are administered including regular safety inspections.

• Review project objectives, policies and procedures and performance standards within the boundaries of company policy and contract specifications.

• Perform duties as liaison with construction client, sub-contractors and other contacts to facilitate project objectives.

• Monitor and control project through administrative direction of onsite foremen to ensure project is completed on schedule and within budget.

• Maintain current project schedule and project completion documentation and communicate this information to the Project Manager on a regular basis.

• Represent company in project meetings.

• Complete daily reporting for project.

• Formulate reports including work progress and cost schedules.

• Responsible for implementing and overseeing Company Site Specific Safety Plan.

• Develop and administer the project quality control plan in coordination with the Project Manager and Project Engineer.

• Enforce project quality control plans and associated standards.

• Maintain a presence at the site at all times during progress of the work.

• Utilize and maintain the USACE reporting software.

• Document and chair weekly QC meetings with the Project Manager and Project Engineer, and provide written minutes as described in project specific contract documents.

• Provide daily QC reports into the USACE Quality Control System program that reinforce activities that are being constructed in conformance with each specific project's established standard and constructively confronts non-conformances to produce the desired outcome in a timely manner.

• Manage, schedule, review, and certify all submittals for client review and approval using USACE standard forms and procedures.

• Prepare and track all RFI's and DCVR's for submission to the client and the designer.

• Prepare, conduct, and document the USACE preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work.

• Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project.

• Conduct preconstruction meetings with new and existing subcontractors prior to the start of each new phase of the work to discuss issues that affect quality.

• Document preconstruction meetings in the daily QC report.

• Perform all necessary project inspections needed for compliance with the construction contract.

• Maintain the project "as-built" drawings daily.

• Schedule, document the results of, and maintain a log of all code and independent inspections that are required.

• Clearly document, correct and re-inspect all non-conformances prior to completing the work.

• Conduct periodic follow-up inspections to verify that work is proceeding in accordance with the contract documents and the approved submittals.

• Prepare, document and distribute punch-lists and USACE Red Zone activities.

• Inspect and certify the completion of all contract activities, materials, testing and other contract requirements.

• Document final inspections, certificates of occupancy and acceptance of the works and various phases.

• Assemble and forward project closeout documents to the Project Manager.

• Stop work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work.

• Work as an alternate Project Superintendent, Quality Control Manager and Site Safety Health and Officer when needed.

• Work in a constant state of alertness and in a safe manner.

• Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position supervises the project personnel.

QUALIFICATIONS:

• Minimum of a High School Diploma or GED equivalent.

• Minimum five (5) years in managing construction field work and working directly with subcontractors to ensure the project is built per contract drawings and specifications.

• Five (5) years' experience as Quality Control Manager with a degree in Construction Management, Architecture or Engineering or Ten (10) years' experience in construction with five (5) years in Quality Control and current USACE/NAVFAC Contractor's Quality Control Management Certification (or obtain within 90 days of hire) required.

• Minimum of five (5) years safety experience and valid CPS, CIH, ASP, CHST or STS certification (or obtain within first 90 days of hire) required.

• Current OSHA 30-hour or equivalent (or obtain within first 90 days) required.

• Current First Aid/CPR certification (or obtain within first 90 days) required.

• Valid state driver's license.

• Federal/Military Construction Experience preferred.

• Must be able to work on secure military facilities.

• Ability to pass a drug, driving, and background screening.
