Applies functional, technical, SQL, analytical skills to manage and manipulate complex, high-volume data from various sources.Overview:We seek a Senior Software Analyst with strong development skills to join a team supporting the Provider Relief Fund (PRF). The Health Resources and Services Administration (HRSA)'s Provider Relief Bureau (PRB) supports healthcare providers in the battle against the COVID-19 outbreak. HRSA is responsible for distributing funding to hospitals and healthcare providers on the front lines of the coronavirus response using the Provider Relief Funds (PRF) mechanism; to prevent, diagnose, and treat COVID-19; and maintain or increase health capacity and staffing levels to address this public health emergency. In support of the Provider Relief Fund Federal program, GDIT is tasked to continue to support and enhance the existing Salesforce modules, data mart, reports, and provide operational support of the PRF systems.Responsibilities:Work with non-technical business users to solve open-ended business problems using data.
Collect, merge, manipulate, analyze, evaluate, and display data
Extract qualitative and quantitative relationships (i.e., patterns, trends) from large datasets using SQL and other tools
Gather and organize information for use in supporting the decision-making process
Develop and enhance ETL processes and data transformations using any or all: SQL, PL/SQL, SSIS, Informatica, Snowflake, and Shell Scripting
Participate in data governance activities
Develop and implement data analysis plans and perform complex data manipulation and reporting tasks
Develop and present detailed technical solutions to solve open-ended business problems
Performs all phases of the software development lifecycle
Creates a variety of models and diagrams that show programmers the software code needed for an application
Performs software updates, refinement, testing, and debugging to meet business needs
Advises on the software or system for optimal documentation and future maintenance and updates
May coach and provide guidance to junior practitioners
May serve as a team or task lead
Qualifications:Required:Bachelors; Desired Education: Masters
8+ Years of related IT experience
Experience working with non-technical business users to solve open-ended business problems using data
Experience gathering requirements for and responding to ad hoc data requests from business users
Superior SQL skills
Experience in Business Intelligence and Data Warehousing
Experience developing and enhancing ETL processes and data transformations using any or all: SQL, PL/SQL, SSIS, Informatica, Snowflake, and Shell Scripting
Experience evaluating and merging unique data sets using SQL to augment and streamline existing processes and deliverables
Superior writing and communication skills. Must write succinctly and clearly and explain complex technical details in plain English to technical and non-technical audiences
Excellent multi-tasking and organization skills. Must manage multiple simultaneous tasks and prioritize assignments and tasks accordingly, remaining flexible to changing priorities and new initiatives
Experience in identifying and resolving data anomalies, data quality, and compliance issues in data
Experience using, manipulating, and presenting data using MS Excel
Proficient with MS Office Suite
Experience using agile methodologies to prioritize and perform data analytics tasks
Desired:Experience using Tableau to develop data visualization capabilities
Experience conducting trade studies and implementing business intelligence tools/solutions in collaboration with Federal customers and stakeholders
Familiarity with cloud analytics platform e.g., AWS/Azure
Experience supporting data governance policies and supporting infrastructures spanning diverse stakeholders
