RESPONSIBILITIES:
Kforce has a client in Plano, TX that is seeking a Budget Program Manager (BPM). In this role, the BPM serves as one of two Budget Program Managers supporting a large-scale transformation program requiring vigilant process and oversight to deliver complex integration work.

Responsibilities:
Estimate Management: The BPM drives project-level MDE (client's Model Driven Estimate)/HOM based on available project artifacts (e.g. AIS) to forecast initial project budget required; Once boundary systems are identified, drives the estimate process for each boundary system end-to-end including initiation, clarification, rationalization, and approval to revisit budget needed
Forecast Management: Align closely with delivery partners, Lead Project Manager, and Portfolio Manager to understand and more accurately forecast costs month-over-month based on the vendor's contract type and terms as well as data from key systems (e.g. hours report); As actuals are reported for prior months, true-up and re-forecast in PRISM if new forecast is covered under available budget; If not, engage with Portfolio Manager and Lead Project Manager to request budget increase and initiate re-estimates across boundary systems
Budget Management: Monitor project charges to rationalize as valid based on key milestones and/or contract terms
Monthly Project-Specific True-Ups (comparing/reconciling actuals to forecasts, reforecasting future months, noting financial risks, re-assessing complete project budget needs, etc.)
Monthly Portfolio-Wide Reporting, True-Up, Client Decisions, and Execution from Client Decisions
Initial Project Funding (via MDE/HOM), Client Decisions, and Execution from Client Decisions
Change Control Board and Incremental Project Funding Requests, Estimate Assessments, and Client Decisions
Incremental Portfolio Funding Requests (as needed), Assessments, and Client Decisions
Team, Program, and Executive Communications regarding Portfolio Financials

REQUIREMENTS:
PMP preferred
Strong Application Program/Portfolio Management experience, managing 5+ simultaneous projects
Strong budget management experience, managing at least $10M+budgets with experience forecasting, conducting variance analysis (forecast to actuals), in-year true-ups, and re-forecasting across budgets at the portfolio- or program-level
Significant vendor management experience, aligning to contract terms, assessing estimates compared to scope and level of impact, and pushing back on estimates as needed to maximize budget across vendors and projects
Strong problem-solver with drive to implement lessons learned in program management and process challenges
Strong driver personality with ability to juggle multiple projects and priorities in a fast-paced environment, meeting tight deadlines, and maintaining positive attitude
Strong communication and relationship-building experience, managing tight deadlines while still building the long-term relationship
Program management for enterprise initiatives in large organizations
Strong competency Agile/Scrum, Hybrid Agile, Distributed SAFe, and waterfall
Experience with complex progress tracking, predictive metrics, and resolving issues
Highly motivated individual with strong analytical skills and attention to detail
Excellent communication skills - interpersonal, written, and oral

Nice to Have:
Experience as an AT&T LPM
Experience with PRISM/Bolt and FU$E
Experience with Jira Align
