University of Texas System experience.Description of Job Duties Function: Provides direction, leadership, and administration of REDKE financial operations. Scope: Serves as the Chief Financial Officer of the REDKE division and provides overall fiscal oversight, ensuring sound fiscal operations.Duties
Typical:
1. Recommends, develops, and implements internal controls consistent with the overall policies and objectives of the division and ensures their adequate execution and enforcement.
2. Administers financial operations, processes and procedures. Oversees budgetary planning and execution.
3. Provides operational oversight of the REDKE budget, across all units in the REDKE division, including the business service center operations.
4. Provides broad oversight of sponsored projects financial services and post-award operations to include regulatory and quality compliance.
5. Analyzes expenditure trends for sponsored programs; develops projections and recommends changes in budgetary allotments and management.
6. Performs cost analyses of research activities; develops plans and alternatives for management actions.
7. Works directly with the REDKE Vice President and Senior Associate Vice President to develop fluency with the overall administrative and financial affairs of the division.
8. Demonstrates knowledge of accounting principles and internal controls for the safeguard of assets, while being strategic and operationally aware.
9. Analyzes and evaluates REDKE funds distributions and recommends alternatives to improve efficiencies and the return on investment.
10. Reviews and advises restructuring of REDKE budget to ensure alignment with UTSA strategic planning, goals, and objectives.
11. With a process flow mind set, develops and implements systems, processes, procedures, and internal controls supporting the overall administrative efficiency and fiscal compliance with Federal, State, System and Institutional regulations and policies, as well as the UT System and THECB.
12. Defines, implements, and continuously improves processes and related metrics for efficiency and effectiveness.
13. Implements and monitors guidelines for existing and proposed Service Centers to ensure compliance with campus, state and federal regulations. Analyzes and approves rate analyses submitted for Recharge, Service Centers and Specialized Service Facilities (SSF), such as Research Cores.
14. Analyzes financial data relevant to sponsored projects to ensure timely invoicing and reporting of extramural funding.
15. Responsible for interviewing, hiring, coaching and training employees; directly or indirectly supervising work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems.
16. Prepares, reviews and oversees the production of various financial reports.
17. Contributes to the development of institutional policies/procedures and system enhancements involving financial research administration.
18. Collaborates with other functional units across UTSA, especially with VP Business Affairs, to ensure best practices and seamless business processes at institutional level.
19. Performs other duties as assigned. Periodic:
