Overview

The Subcontract Associate Manager is responsible for performing the full suite of subcontract management and subcontract administration duties for technically and administratively complex contracts of all types. They support sourcing, initiation and administration of subcontracts, typically assigned to specific Programs. Works closely with PMOs and all supporting functions to achieve Program and compliance objectives. Contributes to SCM organization by acting as a mentor, subject matter expert, or other broader contributions.

Role Responsibilities

This role includes some or all of the following key responsibilities:

  • Assess risk and initiate action to mitigate risk at all phases of subcontract formation, performance and close-out
  • Prepare RFPs tailored to specific requirements; evaluate subcontractor proposals, develop negotiation strategy in concert with Program Managers, and lead negotiations; prepare CPSR compliant subcontract documentation to include in-depth cost/price analyses
  • Monitor subcontractor performance and initiate corrective action if performance falters; execute contract modifications in response to changing requirements; and perform close-out activities
  • Provide advice and support to Program Managers and Cost Estimators in developing proposals, including developing Basis of Estimates (BOEs)
  • Provide advice and support in developing Statements of Work (SOW); source selection criteria and performing source selections
  • Provide guidance on financial and contractual matters pertaining to contracts
  • Independently conceive of and lead special projects and process improvement activities with organization-wide impact
  • Report to Subcontracts Management Portfolio lead
  • Work independently with little direction
  • Primarily responsible for collecting, documenting, and assembling documentation for subcontract/task order awards and modifications
  • Maintain SharePoint sites
  • Interact with PMO, Managing Directors, Legal, Compliance, and other SM&P personnel as needed
  • Attend meetings and training as needed
  • Support day to day subcontract administration including responding to data calls, maintaining data to ensure accurate metrics and workflow, and assisting others as needed
  • Proactively educate project team on various subcontract and compliance issues
  • Support pre-award subcontracting activities, including negotiating NDAs and TAs
  • Apply knowledge of contracting types, such as T&M, FFP, CPFF, and various cost reimbursable and hybrid types
  • Apply knowledge of FAR/DFAR and Public Law requirements to subcontract terms
  • Mitigate subcontracting risks when negotiating terms, particularly in FFP environments and single source/critical subcontracted work
  • Develop strategy for source selection, small business opportunities, and resolving performance deficiencies
  • May serve as Mentor to other Subcontract Management team members
  • May serve as Subject Matter Expert in specific areas of subcontract management

Required Skills - Experience in the following required:
  • Minimum 6 years of Subcontracting experience in a Federal Government contracting environment
  • CPSR experience
  • Detail-oriented, organized, and flexible
  • Able to set priorities and de-conflict multiple demands
  • Strong verbal, written, and interpersonal communication skills
  • Able to apply sound business judgement
  • Proficient in Microsoft Office applications - Excel, Word, PowerPoint, SharePoint, Skype, Outlook


Preferred Skills
  • 8 or more years of Subcontracting experience in a Federal Government contracting environment
  • Advanced degree and/or Certifications related to Supply Chain


Education Level: Bachelor's Degree

Hours per week: 40

Bill Rate (Range)

$68 - $73/hr

Work Location

Chantilly, VA or San Antonio, TX

Ability to obtain and maintain a security clearance if needed
