Supervises and monitors on-site staff toward achieving the financial and operational goals of his/her particular property.
DIMENSIONS:
Directly supervises the activities of all on-site employees and seeks to operate property within an agreed-upon annual variance between budget and actual dollars. Performs the functions of Leasing
Consultant and/or Assistant Property Manager as required by the needs of the property. May approve expenditures of $500 or less. May not sign contracts on behalf of the property. This is a line position with direct impact on company funds.
ESSENTIAL DUTIES:
1. Physically inspect all common areas of the property, models, vacant units daily to assure their peak readiness and appearance, taking immediate action on unsatisfactory appearance problems.
2. Maintain current market and neighborhood information to ensure relative pricing of property and develop marketing and advertising program to maximize market position. Become personally familiar with area comparables and retail/commercial businesses.
3. Maintain and model a positive resident service attitude. Interact with, resolve issues and ensure highest levels of customer service are delivered. Plan resident functions as necessary and attend same
4. Confirm that an adequate closing ratio is maintained and that all staff members are selling, pre- selling and renewing whenever possible. Approve all lease paperwork daily; applications, move-ins, move-outs, renewals, etc. Ensure all move-ins are walked with the resident and satisfaction is achieved.
5. Monitor maintenance department performance and supplies; inspecting and following up at job site as needed assuring prompt, thorough make-readies and resident services. Review of purchases of all goods and services. Inspect maintenance shop and inventories regularly. Review status of daily property maintenance needs with Maintenance Supervisor, including scheduling of make-readies and staff work assignments. Obtain bids as necessary for property vendor and contractor work.
6. Maintain safety and/or OSHA compliance and safe work practices. Conduct monthly safety training meetings in compliance with company programs. Report all liability and property incidents to the
Regional Supervisor immediately. Ensure all workers’ compensation claims are reported promptly and paperwork is completed. Complete and review all pertinent safety checklists and inspections with the maintenance staff.
7. Maintain strict rent and NSF collection program, using company policy and legal limitations. Maximize fair security deposit deductions from vacating residents, ensuring all move-outs are promptly inspected and assigning legal deposit deductions. Be thoroughly familiar with the on-site rent-roll accounting system so as to perform, instruct and correct all functions as needed.
Represent the property in legal matters regarding resident issues, including evictions and landlord- tenant law enforcement.
8. Hire, train and review performance of all on-site personnel, directing their activities to ensure job satisfaction, acceptable productivity levels and career progression where earned and available.
Delegation to and development/evaluation of site personnel should be accompanied by written communication and thorough record-keeping. Maintain personnel files on all staff members.
9. Approve all invoices for goods or services totaling $500 or less received at the site. When greater than $500, refer them to the Regional Supervisor for approval. Utilize and understand the accounts payable system and instruct all office personnel in its use. Ensure that files, desks and trays are neat and organized.
10. Be knowledgeable and comply with all laws and regulations affecting fair and equal housing opportunities to all. Ensure each staff member receives regular fair housing and any necessary compliance training. Administer fairly the company policies and procedures as they pertain to the site operations.
11. Complete all required weekly, monthly, quarterly and annual reports in a thorough and timely fashion. Administer office work flow in the most efficient and productive manner. Update all company manuals and binders as necessary and ensure their ready access to employees.

SCOPE:
The Property Manager, with Regional Supervisor approval, may hire, counsel or terminate any personnel employed at the property for which he/she is responsible. Must plan, delegate, evaluate and follow-up in the most appropriate fashion all functions of the on-site operations. Prior consultation with the supervisor is required in all personnel matters. The Property Manager may recommend changing any policy, procedure, resident, vendor or employee that interferes with the achievement of property goals. Majority of decisions are made by the incumbent relying upon judgment, past experience, corporate guidelines and supervisor’s directions.
RELATIONSHIP WITH OTHERS:
Primary working relationship is with the Regional Supervisor and all on-site personnel involved in daily operations. Has contact with residents, prospective residents, vendors, and company regional and corporate personnel. Participates fully in staff meetings and designated company training program.
EDUCATION AND EXPERIENCE:
High school graduate with a high degree of organization and emphasis on ability to delegate while maintaining accountability. Previous management and/or real estate experience with an emphasis on bottom line profit motives is preferred. One year proven record of measurable peak property performance and strong administrative skills is preferred. Industry certifications are a plus.

Work Hours: This is a full time position. Must be available evenings, nights and weekends as needed for staffing and emergency requirements.
PERFORMANCE EXPECTATIONS AND STANDARDS
The incumbent shall perform his/her duties using standard levels of productivity and dependability, ensuring completion in a timely and zero-defect manner. He/she must be able to fairly direct the work of others, providing clear and consistent written and verbal communication to subordinates and supervisors. Must plan, delegate, evaluate and follow-up in the most appropriate fashion all operational functions of the property. Must portray a clean, neat, well-groomed professional appearance. Company-approved attire and/or name tag may be required and must be worn when at work. Use of recommended personal protection equipment is required. Must be honest, trustworthy, enthusiastic and team/project oriented.

The Property Manager position requires the following physical and mental capabilities to be performed:

Being on foot, bending, stooping, squatting, kneeling, climbing stairs, pushing or pulling, reaching above shoulder height, sitting, lifting and carrying items weighing 20 lbs or less, seeing things clearly beyond arm’s reach for property inspections and competition survey, operating equipment and tools, following instructions, reading and/or comprehending manufacturer’s and product label directions

Lifting and carrying (with assistance) items weighing 20-50 lbs.
WORK ENVIRONMENT:
Must be able to work indoors constantly with a frequent need to work outdoors in all weather conditions. Occasional exposure to caustics, solvents, oils, fumes, flammables, pesticides, etc. with use of PPE protection required.
MENTAL AND EMOTIONAL REQUIREMENTS:
The Property Manager position requires the ability to work in a fast-paced and customer service oriented environment. The incumbent must perform duties under pressure and meet deadlines in a timely manner, work as part of a team, as well as independently to complete assignments. The
Property Manager must be able to take instruction and direction from supervisors, exercise problem- solving skills and interact with co-workers, supervisors, guests and the public in a professional and pleasant manner.
REASONING REQUIREMENTS:
The Property Manage must apply principles of logical thinking to define problems, collect pertinent data, establish facts, draw valid conclusions and initiate appropriate courses of action. The incumbent must effectively convey ideas, images and goals to a diverse group of personalities and persons.
