ICF's Disaster Management division seeks a Senior Grant Project Manager who will support clients in developing grant funding strategies and lead federally- and state-funded grant projects, specifically in the critical infrastructure sector. The Senior Manager will work with ICF staff and our clients to deliver grant and program management support across opportunities funded by federal and state agencies including the Federal Emergency Management Agency (FEMA), Department of Energy (DOE), Department of Transportation, Environmental Protection Agency (EPA), and Department of Commerce. The successful candidate will be charged with the flawless execution of programs, anticipating and meeting client’s needs, and strategically positioning the company’s resources and expertise to grow the business. This position is 100% Remote within the U.S. with ability to travel throughout the U.S. up to 10%. Resumes must reflect the requirements for consideration.The ideal candidate will be a proven expert with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. The candidate should be familiar with the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA) and successful implementation of innovation and resilience strategies. This position represents an exceptional opportunity to join an expert team to facilitate change and help make a lasting difference.Key Responsibilities: Lead the development, coordination, and operation of various large, complex federally funded programs from start up through closeout. Serve as the direct interface with senior client staff and executives. Lead coordination and execution of all program’s activities, including schedule, budget, and scope. Lead all necessary high profile, program-wide public presentations, and stakeholders’ meetings. Coordinate clients’ innovation and resilience priorities and facilitate the accurate delivery of grant funding. Lead, coordinate, and evaluate performance of all project staff, including subcontractors. Coordinate across critical infrastructure (non-IT) and natural hazard disciplines to deliver high-quality strategies and advice to clients. Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for FEMA, IIJA, IRA, and similar programs/projects. Monitor program performance status and establish necessary tools for control over programs results. Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions. Support business development activities, including proposal development.Must Have Qualifications: Bachelor’s Degree and/or 10+ years of relevant work experience 5+ years of FEMA, DOE, DOT, EPA or commerce grant project management experience. (non-health/covid/IT) 6+ years of experience and demonstrated success managing complex multi-disciplinary teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products. Ability to travel throughout the United States up to 10%.Highly Preferred Skills/Experience: Experience in the critical infrastructure market, specifically the utility sector, including program start-up through implementation and closeout. Demonstrated success in program business development, proposal writing, client management and consulting. Proven track record of leading a team and accomplishing successful business results. Familiarity with disaster planning, recovery, and mitigation, and using grants management systems. Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities. Certification as a Project Management Professional (PMP).Professional Skills: Strong analytical, problem-solving, and decision-making capabilities Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment.
