Summary This position is located in the U.S. Department of Agriculture, Food and Nutrition Service (FNS), Office of Policy Support (OPS). The incumbent analyzes data using quantitative and qualitative methods to advise on development of Agency policy, programmatic and legislative initiatives. Responsibilities Gathers and analyzes data using analytic techniques, spreadsheets, and/or statistical software. Provides an assessment of the economic, participation, and other impacts of potential program changes. Develops and maintains data files and spreadsheets including documenting data sources, calculations, and process flow for transparency and replication of analyses. Composes/contributes to written documents, including talking points, research summaries, briefing papers, decision memos, and data visualizations used to communicate findings of policy analysis/research and policy options clearly and concisely. During briefings or meetings, translates complex technical information into plain language that can be understood by a non-technical audience. Represents the Office or Agency in interactions with other agency staff and other Federal agencies. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Basic Education Requirement: To qualify for the Social Science job series, all applicants must meet at least one of the following degree requirements by the closing date of the job announcement: Successful completion of a degree in behavioral or social science, or related disciplines appropriate to the position. OR Equivalent combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. To qualify for the GS-12 level applicants must possess one year of specialized experience equivalent to the GS-11 in the Federal and or Public Service. Specialized experience is defined as: Conducting quantitative and qualitative analyses of the impact of policy options using cost-benefit analysis, statistics, or other quantitative methods, including use of statistical programs such as SPSS, SAS, STATA, or R; Using spreadsheet software (Excel) for advanced functions such as array formula, lookup functions, or pivot tables; Drafting written documents describing methodology used and results of research or qualitative or quantitative analyses of policy options, including decision memos, regulatory impact analyses, research briefs, and/or journal articles; Designing, implementing, conducting, and critiquing research and analysis projects. To qualify for the GS-13 level applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as: Qualifying specialized experience is: conceptualizing and designing framework to conduct data analysis of large-scale federal programs utilizing extent data sources; Performing cost/benefit analysis for proposed policy changes; proposing recommendations to management; Analyzing, interpreting, and summarizing data (such as administrative data and/or surveillance data) to explain and monitor trends in large-scale federal programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no option to substitute education for experience at the GS-12 or GS-13 level.
