The Defense group supports the Department of Defense (DoD) mission to keep our homeland and its citizens safe. We provide solutions to improve the Nation's defense by providing software, systems engineering, IT, training and logistics and fleet management solutions.

Responsibilities

Provide administrative, business and financial support services to the Ocean Battlespace and Expeditionary Access Department (Code 32), but may also provide support to other departments or directorates with consent of the Contracting Officer. All work performed under this contract must support ONR Headquarters personnel or ONR funded programs.

Assist Program Officers and other government personnel manage internal workflow and tasks using the following software tools:
  • Broad Agency Announcement Document Console
  • Computer Optimized Batch Reconciliation Application (COBRA)
  • Contract/Grant Award Management Information System (CAMIS)
  • Joint Appointment Module (JAM) (Contracting Officer Representative (COR) nomination tool)
  • Defense Travel System (DTS)
  • Document Retrieval System (DRS)
  • Microsoft Access, Microsoft Sharepoint, and iConnect
  • Naval Research Information System (NAVRIS)
  • Navy Enterprise Resource Planning (Navy ERP)
  • Navy-Marine Corps Intranet (NMCI)
  • Personnel Process Improvement (PPI) Suite System
  • Program Budget Information System (PBIS)
  • Standard Accounting and Reporting System (STARS)

Assist Program Officer interactions with the broader naval science and technology enterprise, including operational commands, requirements, acquisition, contractors, universities, coalition partners, North Atlantic Treaty Organization (NATO) and Technical Cooperation Panels.
Provide information related to travel regulations and policies including the Joint Travel Regulations, foreign clearance guide, national and international visit requests, short and standard lead country clearances, Aircraft and Personnel Automated Clearance System, JPAS, standard and short lead visas, including fee and no-fee standard and short lead passports.
Assist program officers with DTS, enter travel requests into DTS, and work with the Scheduled Air Transportation Office (SATO) travel system to make airline, rental car and hotel reservations.
Assist with foreign travel requirements verification, invitational travel orders and vouchers, passport requests, Visa requests, visit requests, official diplomatic and country clearances, letters of expediting, country and diplomatic clearances, and other associated travel documentation and tasks.
Perform financial analysis to protect against federal anti-deficiency violations, internal procedural and accounting errors, and any other applicable problems associated with sources and usage of funds.
Prepare funding documents using NAVRIS and Navy ERP. Track funding commitments, obligations, and expenditures and ensure Department of the Navy execution benchmarks are met.
Assist Program Officers in the preparation, coordination, and evaluation of Broad Agency Announcements (BAA), Funding Opportunity Announcements, Requests for Information (RFI), Requests for Proposals (RFP), and proposal evaluation.
Provide general program management support on matters and issues consistent with ONR-sponsored projects.
Assist in responding to various data calls related to ONR-sponsored projects.
Travel occasionally in support of ONR activities such as conferences, international collaborations, operational exercises, operational demonstrations, and integration and planning meetings.
Provide logistical and scheduling support for Program Officer and other supported government personnel.
Maintain calendars for department leaders and conference room reservations
Book conference rooms and work with the ONR Corporate Strategic Communications (CSC) as necessary for coordinating off-site events.
Assist in building annual Program Objective Memorandum (POM) submissions, including R-2 Exhibits for the Navy Science and Technology Programs.
Respond to queries from senior Department of Defense (DoD), Department of the Navy (DoN) and Congressional members.
Assist in preparing presentations and reports.
Draft funding documents and Purchase Requests (PRs) that meet requirements of the Finance and Contracts Departments.
Facilitate communications among the Program Officer, Contracting Officer, and Contractor to speed the contracting process.
Collect and maintain relevant technical, financial, and policy directives that apply to supported Departments.
Attend ONR-sponsored meetings, prepare meeting minutes, conduct workshops, and distribute information in support of these meetings.
Prepare conference agendas and conference minutes.
Assist with Human Resources-related functions such as:
  • Check-In, Check-Out, and Change-in-Status processing.
  • Processing training requests.
  • Entering data into the Personnel Process Improvement Suite System.
  • Monitoring timekeeping.
  • Preparing Bank Card Purchase requests.

Assist developing new Anti-Submarine Warfare Enabling Capability Projects for ONR Code 32. Assist in the assessment of on-going Enabling Capability project technical and programmatic execution, including programs up to the Top Secret level. A current Top Secret/SCI clearance is needed meet this requirement.
Work with Code 32 and operational Navy staff in the deconstruction of complex tactical oceanography problems into discrete capability gaps. Manage the day-to-day execution of the Task Force Ocean Program/Initiative aimed at resolving the gaps.
Develop Information Technology infrastructure in order to assess the environmental impact on basic research level at-sea experiments and applied proof-of-concept technology demonstrations.
Implement information collection and analysis activities that address critical front-end requirements for strategic planning to ensure alignment with operational Navy needs.
Produce recurring reports and respond to data calls and requests for information from multiple sources.
Attend key meetings to maintain situational awareness of issues, actions, and requirements affecting ONR Code 32.
2.1.30 Provide program management support for science and technology programs consistent with ONR-sponsored projects, especially those focused on tactical oceanography.
Conduct analysis addressing front-end requirements for strategic business planning to ensure alignment with operational Navy needs, with a focus on tactical exploitation of the undersea environment.
Support ONR program managers who lead the Navy's High Performance Computing Program. The responsibilities include
  • Interacting with approximately 500 scientists and engineers who use the Navy's High Performance Computing system.
  • Setting up user accounts and tracking usage of Central Processing Unit (CPU) hours.
  • Allocating CPU hours based on Navy science and technology priorities and ONR leadership decisions.
  • Interacting with ONR Security to ensure that users have the proper security clearances and credentials to use classified computational time.

Provide experienced on-site leadership responsible for coordinating contractor
assignments. The responsibilities include:
  • Provide leadership to the on-site contractor team. Coordinate and oversee their efforts to ensure tasks are properly assigned and moving through ONR workflow processes.
  • Monitor the department's financial execution status and prepare reports for Code 32 and ONR senior leadership.
  • Interact with ONR Financial Management and Contracting Offices to help Code 32 program officers move financial actions smoothly through the building's financial workflow processes.
  • Assist ONR program officers and leadership to prepare financial management "phasing plans" to ensure Code 32 is meeting Department of the Navy execution benchmarks.


Qualifications

Must have aTS/SCI security clearance and shall possess either:
  • A high school diploma with at least at least twelve (12) years of verifiable experience providing administrative, business and financial support to organizations with S&T and/or R&D missions; or
  • A bachelor's degree from an accredited college or university and eight (8) years of verifiable experience providing administrative, business and financial support to organizations with S&T and/or R&D missions

  • Verifiable experience with program budgeting, funding, and execution monitoring, and reporting commitment, obligation, and expenditure benchmarks.
  • Verifiable experience with acquisition strategies related to science and technology Procurement.
  • All personnel shall have verifiable experience and proficiency in using commercial software
  • packages, including at a minimum Microsoft Word, Excel, and PowerPoint and Adobe Acrobat.
  • All personnel shall demonstrate effective oral and written communication skills.
  • All personnel shall have verifiable team player skills and able to accept a wide range of assignments in a fast-paced workplace at short notice.
