Job Description

ANALYGENCE is seeking a Facilitator/Consultant Support Specialist (FCSS) with specific advanced skills in consultation, meeting design, and facilitation to provide research, investigation, strategic planning and execution and management of events to include subject matter expertise on an as-needed basis in support of Air Force Surgeon General's (AF/SG) Office, Strategic Medical Plans Division (SG8X). Estimated duration of facilitated events is three to five days and may include personnel from across the Air Force Medical Service (AFMS).

Facilitation/Consultation Support: The successful candidate shall utilize their knowledge, skills, and abilities as defined above to support SG8X in consultation on Strategy and/or the creation, design, and facilitation of successful planning events. The FCSS shall:

  • Prepare event literature according to pre-event interview results from applicable stakeholders, organizational processes, and the subject area being facilitated.
  • Developthe foundation for work outlined in the respective tasks, and future planning Courses of Action (COAs). The framework shall include, at a minimum, the following components:

    • Data gathering methods and analysis that may identify themes that will inform attendees – including reviewing and providing insights into the most recent environmental scan.
    • Establishment of rules of engagement before all events and activities to achieve a desired outcome.
    • Design content to stimulate and sustain participant motivation and engagement.
    • Discussions on significant internal or external forces that may have direct impact on organizational strategic direction.
    • Clarifications and feedback on topics presented by the Government

Subject Matter Expertise (SME): The FCSS shall provide research, investigation, strategic planning and management of events to include subject matter expertise on an as-needed basis per event. They shall be fully trained in the areas of meeting design and facilitation and have a working knowledge of current medical and healthcare matters. The FCSS shall have the level of experience to accomplish the requirement(s) without Government supervision, oversight, or other means of intervention. National or international certification for facilitators preferred but not required. Specifically, the FCSS shall:

  • Provide evidence-based design and facilitation concepts using tools, processes, and procedures that are industry best practices.
  • Drive discussion on significant internal or external forces and factors impacting the organization.
  • Provide analysis of reports and apply findings to AFMS-specific focus areas. Sample activities may include: mind mapping; graphic design; graphic illustrations; graphic recording; data review; report drafting and editing; and, futures (foresight) thinking
  • Provide assessment of AFMS processes, operations, and strategies. Sample activities may include the following:

    • Conduct current and future state analyses – assist the participants in determining what activities are not value added (what we can stop doing).
    • Identify gaps between current and future states by interviewing applicable stakeholders prior to the scheduled event.
    • Develop transition plans for Strategic Goals (updating the Strategic Map).
    • Provide in-depth analysis on findings.

Management Support: The FCSS shall provide SG8X with coordination and management for the events and related activities. They shall be responsible for following current guidance regarding coordination of events. Specifically, the FCSS shall:

  • Prepare pre-meeting materials such as agendas, modules, schedules, and presentations to guide the event discussions.
  • Material can be in the form of white papers, brochures, executive summaries, diagrams or any other format that will help engage the participants and convey the message. Draft materials shall be due to the COR at a minimum of 30 business days before an event.
  • Develop and provide a detailed analysis of sessions 30 calendar days after the event. This may include assisting SG8X with the following:

    • Executive summaries
    • Feedback surveys
    • After-action reports
    • Recommendations for the way ahead or lessons learned

Qualifications

Required:

  • Bachelor’s degree in a field related to Business, Management, Communication, Strategic Planning, Foresight, or Leadership
  • Minimum five (5) years of experience with the Department of Defense or other large Governmental Agencies in designing and facilitating Strategic Planning events.
  • Minimum five (5) years of experience with Foresight/Futures Work with specific experience in designing events that guide the participants through a deliberate process to define how to best organize, train, and equip the organization ten (10) years or more in the future.

Desired:

  • Previous experience with Government Agencies, Systems Theory Approach, and Foresight/Futures work to support SG8X leaders in identifying themes and outcomes that will enable success of the facilitation of group

Please note that an active Secret security clearance is desired, but not required.
