Base Monitor to join our team of qualified,
diverse, and highly motivated individuals supporting the Office of the Under
Secretary of Defense, Research and Engineering (OUSD(R&E)). The qualified
candidate will provide extensive research, technical assessments, and policy
recommendations, on existing and emerging technologies critical to the United
States maintaining superior military capabilities. Work will be performed
primarily at the Pentagon, the Mark Center in Alexandria, VA, and local company
offices, supporting DoD, Research and Engineering (OUSD(R&E)), Department
of Commerce (DoC), Department of State (DoS), and other Agencies. Travel will
be required, less than 15% of the time, predominantly within the continental
United States.Primary responsibilities
include:
Provide technicaladvice, project management, and continuous analysis for the Director forTechnology Innovation Base (TIB) responsible for conducting assessments ofUnited States technical, development, manufacturing, and supply-chainecosystems, strategies and investment plans, to maintain United States militaryand technological superiority
Provide continuousanalysis, monitoring, and supply chain illumination for technology priorities,capacity, and maturity of the U.S. industrial base and associated technology,innovation, development, and manufacturing ecosystems, including tiered andsub-tiered supplier bases, and their ability to develop, deliver, and evolveenabling technologies, materials, and components
Evaluate, document,and communicate the results of previous and ongoing assessments, and applystrategies to protect and promote the U.S. industrial base, technology development,and investments; develop, implement, and monitor metrics to determine thesuccess of strategies and policies implemented
Create and communicate an enduring setof deliverables and assessments required to field capability within thewarfighter time to need, including long-term technology development, industrialand innovation base production, critical DoD technology needs, increasedopportunity for non-traditional supplier partnerships, assessments of academicand commercial research and development capabilities, private capitalinvestment trends, and traditional defense contractor internal research anddevelopment (IRAD) investment to field cutting-edge advancements in eachtechnology priority area
Identify activities and investments onthe part of the DoD, its industry partners, and the extended global technologybase to improve DoD’s abilities to develop, build, and field the system andmission capabilities it needs to retain military advantage and support U.S.interests
Review Committee on Foreign Investmentin the United States (CFIUS) cases sent to OUSD(R&E); track case progress,ensure completeness of review, and monitor outcomes; mitigate foreignownership, control, influence, cyber penetration, and other exploitationthreats to the US technology and manufacturing industrial base; implement theForeign Investment Risk Review Modernization Act (FIRRMA), InternationalTraffic in Arms Regulations (ITAR), and other related export control activities
Facilitate assessments of theconfluence of technology concerns, business concerns, foreign involvement, andhow that involvement might affect DoD modernization priorities, warfightingcapabilities, technology advantage, and associated RDT&E investments, orotherwise compromise national security
Maintain awareness of DoD emergingtechnology and manufacturing ecosystem needs, the latest technologicaldevelopments through technical journals, continuing education, and participationin professional engineering societies and other science and technology forums;implement appropriate vulnerability mitigation actions
Developexecutive level decision briefs, develop courses of action for short and longrange implementation and administration of strategic objectives; facilitatemeetings of standing and ad-hoc groups and committees; implement courses ofaction in various engineering technical forums to resolve challenges andincompatibilities
Qualifications
Active Top Secretclearance with SCI eligibility
Bachelor’s degree inan engineering discipline or related science, technology, engineering, and math(STEM) field
Ten years of relatedexperience
Knowledge of DoDacquisition processes, policies, and guidance
Experience managingmultiple projects, including cost/schedule/performance, preferably in DoDProgram Offices
Excellent customerservice skills, with an advanced understanding of professional relationshipbuilding
Excellent written andverbal communication skills
Proficient in MicrosoftWord, PowerPoint, and Excel
DesiredQualifications
Master’s degree inengineering discipline or related science, technology, engineering, and math(STEM) field
Knowledge of Officeof the Secretary of Defense (OSD) organizational structures, functions, andcommunication protocols
Knowledge of one ormore DoD technology modernization areas to include Hypersonics, DirectedEnergy, Microelectronics, Space, Autonomy, Command, Control, and Communications(C3), Quantum (including encryption and computing), Cyber (offensive anddefensive); Machine Learning; Artificial Intelligence, and Biotechnology
Knowledge of the Committee on Foreign Investment in the United States(CFIUS), OUSD(A&S)/IndustrialPolicy, Defense Technology Security Administration (DTSA), export controls,intelligence, counterintelligence and law enforcement organizations,interagency partners like DoC and DoS, and relevant policies, procedures,tools, and support services
