Counterpart International seeks an experienced strategic leader to manage the IT department. The Senior Director for IT will align the organization's technology infrastructure to Counterpart’s mission. The Senior Director for IT is responsible for all IT-related purchasing, vendor relations, evaluation and implementation of new technologies, end-user support, and network infrastructure. The ideal candidate works well in a team environment and will display a can-do attitude focused on process improvement and building relationships across the organization. This is a full-time position based in Arlington, VA, and will report to the Chief Financial and Administration Officer.Formulate and implement long-term strategic and operational plans, including business requirements, project planning, and organizing and negotiating the allocation of resources for acquiring and enabling efficient and cost-effective information processing and communication technologies.

Manage IT staffing, including recruitment, supervision, and scheduling, focusing on customer service.

Oversee end-user services, including help desk and technical support services.

Develop and implement IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, service provision, and standards for Field Offices.

Define and communicate project milestones. Service level agreements and resource allocation to the executive team, department leads, support staff, and end-users.

Oversee and manage the data integration strategy and implementation, reporting, application management, and training.

Oversee negotiation and administration of vendor for all hardware and software. Develop bid requirements, review submitted bids to comply with stated conditions, and award the appropriate award, outsourcer, consultant contracts, and service agreements.

Develop and review budgets for IT department divisions and ensure they comply with stated goals, guidelines, and objectives and optimize the use of resources.

Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements.

Participate on Board and staff committees as required.

Establish and maintain regular communications with the organization's executives, department heads, and end-users regarding pertinent IT activities.

Maintain inventory of computers, related equipment, and software licenses.

Education: BA/BS required; MA, MS, or MBA preferred in information systems or related training and a minimum of 15 years of related work experience.

Certification or Training related to Project Management, Facilitation, or Operational Management is preferred.

Knowledge of business theory, business processes, management, budgeting, and business office operations.

Five years of experience managing and directing an IT operation.

Proven experience in IT infrastructure strategic planning and development, project management, and policy development; web development experience preferred.

Experience with systems design and development, from business requirements analysis to daily management.

Knowledge of applicable laws and regulations as they relate to IT.

Understanding of NGO principles, practices, and procedures.

Ability to translate and apply the organization's goals and objectives into IT strategy.

Strong leadership skills.

Excellent interpersonal and communication skills, especially with executive and board-level audiences.

Demonstrated ability to apply IT in solving business problems.

Ability to facilitate and coordinate IT-related projects across departments and projects.

Ability to present ideas in business-friendly and user-friendly language; ability to convey ideas in a multi-cultural/international environment.

Experience supporting overseas field operations.

Ability to conduct and direct research into IT issues and products.

Highly self-motivated, self-directed, and attentive to detail.

Ability to effectively prioritize and execute tasks in a fast-paced environment.

Experience working in and developing a team-oriented, collaborative work environment at all levels.
