Qualifications

It is required that the Configuration, Change, Release, and Asset Management Lead has the following qualifications:

- Active TS/SCI security clearance

- Experience managing an enterprise configuration, change, and release management program.

- Experience using configuration, change, and release management tools to include Remedy.

- Experience with CM in a DOD environment.

- Experience with planning, procurement, and lifecycle management of enterprise IT equipment, software, and hardware.

It is desired that the Configuration, Change, Release, and Asset Manager has the following qualifications:

- Possess an ITIL v3 certification.

- Experience implementing continuous process improvements within a configuration, change, release, or asset management program.

Responsibilities

The Configuration, Change, Release, and Asset Management Lead shall establish a mature DCSA enterprise-wide CCRM program. The contractor shall establish collaborative, working relationships across the enterprise and support the broader initiatives set forth by DCSA and DoD. This includes being an organizational change agent for adopting governance and new processes and procedures to improve the DCSA IT environment. The Lead shall develop, update, formalize, and standardize the processes, procedures, and best practices for conducting day-to-day operational change, configuration, and release within the DCSA IT environment. These services shall be performed using the latest industry best practices (e.g., Information Technology Infrastructure Library (ITIL)) and conform to all DoD policies and regulations. The Lead shall ensure changes are implemented in a low-risk manner reducing operational impacts and shall deliver a monthly status report on audits, performance, and CM metrics. The Lead shall work closely with DCSA offices (including other third-party contractors) to integrate and improve the overall process for conducting CM, change, release, and enterprise architecture. The lead shall develop, update, and maintain a rigorous LCMP for all task area equipment, software, and hardware in coordination with Asset Management. The Configuration, Change, Release, and Asset Management Lead shall provide weekly, monthly, and ad-hoc reports as required and develop a formal communications plan that ensures governance and integration efforts are achieved.
