We are seeking a Technical Delivery Manager in support of an upcoming program for the Department of Education, focused on the modernization, operations and maintenance of systems supporting the Federal Student Aid (FSA) systems to improve operational flexibility and operational efficiency to allow over 13 million students to achieve their higher education goals. In this role, a typical day will include the following duties, responsibilities and goals:Provide technical and management leadership to the agile SW development teams in the modernization, SW development and maintenance of applications hosted in AWS

Maintain and grow customer/client relationships.

Actively participate in release planning and the prioritization of feature development

Responsible for adhering to allocated budget, schedule and meeting performance metrics

Guide teams in agile and Kanban best practices including story point estimation, agile ceremonies and retrospectives.

Provide guidance to agile teams to continually improving team velocity and reduce code defects

Lead development of applications in a CI/CD Pipeline environment using Jenkins, Git, Nexus/Artifactory, Kubernetes, Docker, Helm and/or OpenShift technologies meeting code quality standards and metrics

Communicate, collaborate and inspire teammates to embrace the Agile/DevSecOps culture, building connections, relieving bottlenecks between and within development and service delivery teams, and translating goals to ensure a flawless stakeholder experience

Design, implement, and measure key performance metrics for initiatives you lead

Maintain effective partnerships with operations and modernization teams to assist with problem resolution for end users and customers and drive service improvement

Establish strong customer relationships that facilitate open communication and build the partnership between the Technical Delivery team and the government

Remain current on IT trends pertaining to their area of practice

WHAT YOU’LL NEED:Required Qualifications:Bachelor’s degree in information technology, computer science, software engineering, or related field

10+ years of experience in software development with at least 5 years of experience leading or participating in multiple Agile and Kanban teams responsible for new development and enhancements Leadership qualities that translate into business outcomes – specifically around team building and cohesion, client relationship development, and strategic thinking around enterprise business matters

Passion for continuous improvement to improve productivity and stakeholder satisfaction

Ability to obtain a Public Trust 6C Background Investigation approval

Desired QualificationsCloud or DevOps certifications (AWS, SAFe DevOps, DevOps Institute, DevOps Agile Skills Association, Kubernetes)

Experience with CMMI standards

Experience with Static and Dynamic Application Security Testing (SAST/DAST) tools

Experience developing in a test-driven development

Knowledge of FSA’s current systems, environment and tools

AWS Certified Cloud Practitioner

Knowledge of microservices architecture and container services

Knowledge of continuous integration continuous deployment (CI/CD) pipeline, prefer GitLab

PMI-ACP Certification and/or PMI-PMP Certification

ITIL v4 Certification
