deployment, sustainment, maintenance, and operations of systems

and/or services in the host enterprise architecture and NGA. They

provide IT support for GEOINT operations and are accountable for the

overall success of integration projects, ensuring alignment with

Agency priorities and business strategies (e.g., strategic plans,

Operations Group (TO), Service Performance Office (TOP), External

Support Division (TOPE). TOPE ensures high level NSG operations

availability at external sites by providing a focal point for NGA

externally assigned customers and NSG partners on IT operational

concerns. This position is located at Rivanna Station,

Charlottesville, VA. NGA Technical Executives (TXs) are embedded

with the NGA Support Team and Service Intelligence Centers and are

liaisons for all GEOINT technical items for the COCOMs, Components,

and Coalition. This includes Requirements, Engagement, Architecture,

Engineering, Project Management, Operations, Training,

Communications, Contractor Oversight, Cyber Security, Test,

Feasibility, and Process. The Rivanna Station NGA Support Team (NST)

Technical Executive (TX) is responsible for Geospatial-Intelligence

(GEOINT) Information Technology (IT) Operations and Sustainment at

the Charlottesville, VA., mission partner complex for the Army's

National Ground Intelligence Center (NGIC) and resident elements of

the Defense Intelligence Agency (DIA). The TX assigned to this

position is embedded within the supporting NST and performs as a

liaison for all GEOINT technical/related issues for the NST and as

CIO-T's technical subject matter expert. The functional scope of the

position requires the individual to be knowledgeable in the areas of

Requirements Development, Customer Engagement, IT Architecture,

Engineering, Project Management, Operations and Sustainment,

Training, Communications, Contractor Oversight, Cyber Security,

Test, Feasibility/Risk, and Process. The TX position requires a

working/execution level knowledge of NGA and host site GEOINT

requirement and workflow processes that drive upgrades and

sustainment of the site's operational GEOINT IT architecture, to

include the system components, services, and supporting

infrastructure necessary for the NST and host command to perform

their national/military GEOINT mission(s). The TX coordinates with

all applicable stakeholders to ensure GEOINT technical capabilities

are delivered, operate and are available to users to successfully

perform their intelligence mission(s). These geospatial services,

applications, systems, and capabilities are delivered by a variety

of agencies in support of the NGA/DIA Common Operating Environment

and DoD Joint Information Environment JIE initiatives. The Rivanna

Station NST TX is responsible for maintaining the overall integrity

of the command's GEOINT architecture to include the interoperability

of service component IT with the overarching National System for

SPECIAL REQUIREMENTS:

You must be able to obtain and retain a Top Secret security

clearance with access to Sensitive Compartmented Information. In

addition, you are subject to a Counterintelligence Polygraph

examination in order to maintain access to Top Secret information.

All employees are subject to a periodic examination on a random

basis in order to determine continued eligibility. Refusal to take

the examination may result in denial of access to Top Secret

information, SAP, and/or unescorted access to SCIFs.Employees with SCI access and who are under NGA cognizance are

required to submit a Security Financial Disclosure Report, SF-714,

on an annual basis in order to determine continued eligibility.

Failure to comply may negatively impact continued access to Top

Secret information, Information Systems, SAP, and/or unescorted

access to SCIFs.NGA utilizes all processes and procedures of the Defense Civilian

Intelligence Personnel System (DCIPS). Non-executive NGA employees

are assigned to five distinct pay bands based on the type and scope

of work performed. The employee's base salary is established within

their assigned pay band based on their unique qualifications. A

performance pay process is conducted each year to determine a

potential base pay salary increase and/or bonus. An employee's

annual performance evaluation is a key factor in the performance pay

process. Employees on term or temporary appointments are not

eligible to apply for internal assignment opportunity notices.This position is a DCIPS position in the Excepted Service under 10

U.S.C. 1601. DoD Components with DCIPS positions apply Veterans'

Bachelor's degree in Computer Science, Computer Systems Engineering,

Engineering, Engineering Management, or a related discipline.

-OR- B. Combination of Education and Experience: A minimum of 30

semester (45 quarter) hours of college coursework in any area listed

in option A, plus experience in IT operations, system engineering,

system testing and evaluation, IT project management, or in a

closely-related field that demonstrates the ability to successfully

perform the tasks associated with this work. As a rule, every 30

semester (45 quarter) hours of college work is equivalent to one

year of experience. Candidates should show that their combination of

education and experience totals 4 years. -OR- C. Experience: Six

years of experience in IT operations, system engineering, system

testing and evaluation, IT project management, or a closely-related

area that demonstrates the ability to successfully perform the tasks

associated with this work. LICENSES/CERTIFICATIONS: Must obtain ITIL

foundations certification within 12 months. Must obtain Level I

DAWIA certification in Information Technology, Program Management,
