Boeing Defense, Space & Security (BDS) has an exciting opportunity for anAssociate Procurement Agent/Buyerto join the dynamic team inFairfax, VA .Our Buyers are responsible for quotation activities, negotiations, selecting qualified suppliers, seeking alternate suppliers (when applicable), supplier negotiations (price, schedules and terms & conditions, to include software licenses), documentation write-up, and post-award management associated with Teaming Agreements, Long Term Agreements, Time & Material, and FFP subcontracts for COTS and labor procurements that meet the criteria of a Certified Purchase System Review (CPSR) accredited purchasing system.Buyers will work with the Program to identify and qualify new suppliers to meet customer requirements on new and existing task orders. As a Buyer, you will interface with multiple project managers, prime contract administrators, and numerous subcontractors.Position Responsibilities:Assists with formal negotiations (price, schedule, and supplier exceptions) to contractual requirements.Performs and comprehends price analyses, source selection/justification.Reviews purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.Actively manages the procurement process from order placement through receipt of products and subsequent payment of invoices.Actively manages supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions.Participates in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions, and resolve issues as necessary.Reviews proposals, negotiates prices and terms, selects or recommends suppliers, analyzes trends, follows up on orders placed, verifies delivery, approves payment, and maintains necessary records.Assists with preparation of bid packages.Provides procurement support for proposal efforts as required.Maintains a working knowledge of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement (FAR/DFARS).This position is for 1st shift.This position requires the ability to obtain a U.S. Security Clearance for which the US Government requires US Citizenship. ( An Interim and/or final U.S. Secret Clearance Post Start is required.)Basic Qualifications (Required Skills/Experience):Bachelor’s degree or higher.Preferred Qualifications (Desired Skills/Experience):More than 1 year of experience working with U.S. Department of Defense contracts.More than 1 year of experience with FAR (Federal Acquisition Regulations).More than 1 year of experience and/or training with the Truth in Negotiations Act (TINA).More than 1 year of experience working with suppliers/vendors.More than 1 year of experience negotiating and awarding complex contracts.Typical Education/Experience:Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 3 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+1 years' related work experience, 7 years' related work experience, etc.)Relocation:Relocation assistance is not a negotiable benefit for this position.
