About the Mission You Will Join:
VMD's client is seeking to acquire highly mature DevSecOps teams to accelerate delivery of a digital case processing platform that is replacing legacy systems and manual processes with intelligent/automated workflows, and user-focused products/services and self-service tools. These DevSecOps teams will be working in a multi-vendor environment comprised of business-aligned portfolios that are utilizing Lean-Agile software development best practices and DevSecOps principles to deliver high-quality, secure, and cost-effective digital solutions. This client is looking to transition from manually-intensive, paper-based business processes to a fully integrated operating environment that offers end-to-end digital processing through a digital case processing platform.

Your Impact to the Mission:
VMD is seeking a

Program Manager to lead this program that will be responsible for delivering/sustaining high-quality, secure, and cost-effective architecture, infrastructure, design, and code that fulfills business requirements. The

Program Manager will be responsible for:
  • Leading the development and execution of the transition-in plan to ensure successful initiation of contract services.
  • Serving as the federal government's primary point of contact for the program, and keeping VMD’s corporate leadership informed of progress and status.
  • Establishing and maintaining multiple Agile development teams and leading multiple Kanban/SCRUM/Agile Analytics engagements with the support of 6 Scrum Masters.
  • Planning the entire program across scope, schedule, resources, risk, quality, etc. and monitoring the on-going execution of these areas.
  • Ensuring that contract requirements deliverables and service levels are met with a high level of client satisfaction. This includes the development of a Quality Control Plan to ensure high quality deliverables and standards of performance.
  • Keeping the COR and technical designees updated on all aspects of the contract and making them aware of any contract issues in a timely manner.
  • Leading the development of briefing materials, delivering briefings, participating in meetings with USCIS organizations and/or external organizations, and presenting program content.
  • Maintaining a Planning Increment Roadmap that denotes planned user stories, timely reports to the Government on variation and changes to the Roadmap.
  • Providing information on compliance with the contract performance parameters in the format agreed-upon with the Government during monthly Program Management Review meetings.
  • Maintaining a Risk Registry in the format agreed-upon with the Government and reporting major risks during monthly Program Management Review meetings.
  • Developing and presenting briefing slides and Monthly Status Report for the recurring Program Management Review (PMR).
  • Supporting system authorization activities to maintain the ATO
  • Maintaining a positive work environment where ingenuity and resourcefulness are fostered and team spirit can develop.
  • Continuously seeking, identifying, and implementing opportunities for improvement
  • Leading the program team in the following areas:
    • Dashboard Metrics and Reports Development
    • Legacy Systems Integration
    • Architecture Design, Implementation and Support
    • Modernization of digital services and security operations (DevSecOps)
    • Improvement and evolution of User Centered Design
    • IT systems Innovation
    • Enterprise Solution and Code Delivery
    • Automated Testing and Deployment Activities
    • Configuration Management and Change Control

Experience Needed to Be Successful:
  • Strong working knowledge of and experience with DevSecOps and the Agile Framework
  • Understanding of/experience with open-source tools and CI/CD best practices
  • Familiarity with AWS/Cloud Technologies
  • Program Management experience in an Agile environment including projects that:
    • Leverage open-source cloud software tools, security tools and full-stack cloud platform
    • Build and implement serverless applications
    • Build docker containers and microservices in Amazon Web Services (AWS)
    • Evaluate AWS cloud cost savings initiatives, strategies, and practices.
  • Excellent written and verbal communication skills
  • Strong leadership and interpersonal skills to facilitate effective collaboration across a variety of stakeholders

Desired Qualifications and Skills:
  • Experience providing consulting services for USCIS, another DHS component, or the Federal Government
