Position Description
The Library of Congress client team is looking for a strong business analyst to join the team to fulfill an open position for the LOC's financial management system.

The ideal candidate for this position is a problem solver. As a Business Analyst, your knowledge, skills, and abilities to seek organizational information challenges and will use your critical thinking skills to identify client requirements and translate those into detailed instructions for your development team to implement. The ideal Business Analyst also has strong writing and communication skills, and is able to establish relationships with both their team members and client partners.

You will closely work with Product Owners and Business Stakeholders to understand their vision, document it and help identifying the priority and business value of the features. You may also work as product owner in an Agile environment to write the user stories, acceptance criteria, backlog grooming and prepare required items to support release/PI planning.

The position offers opportunity for leadership as part of the Software Development Lifecycle performed for the Library of Congress's Momentum System. The member would not only work with the clients, they would also have the chance to create relationships with 7 other legislative branch government agencies.

The position is currently located in Fairfax, VA at the CGI office in Fair Lakes, however location is flexible. The opportunity offers the member to join an exciting team which is working to currently grow its footprint at the legislative branch agencies.

Your future duties and responsibilities
• Perform Application Analyst to review client issues and defects, resolving potential solutions and resolution next steps
• Facilitate product owner input and team interactions. Ensure the communication of scope and requirements changes throughout the team, including sprint impact analysis
• Work with key project collaborators to formulate and communicate the business vision, to envision initial requirements, and to scope the project
• Capture high-level requirements (business, functional and technical) using collaborative, face-to-face workshops with the customers, partners and the development team
• Work with team members to translate the requirements into development next steps
• Conduct planning and review meetings with partners
• Coordinate and perform software testing and User Acceptance Testing
• Author and prepare meeting minutes to be distributed to a variety of audiences
• Prepare and maintain project documentation and artifacts including analysis, reports and user documentation
• Perform requirements analysis and discovery by looking at current to-be processes and mapping them to future state ("to be") processes
• Document requirements and future state processes and conduct client partner review meetings
