SummaryThis position is part of the Defense Threat Reduction Agency, Strategic Integration Directorate; Plans and Exercises Department.ResponsibilitiesAs a COUNTERING WEAPONS OF MASS DESTRUCTION (CWMD) PLANNER at the GS-0301-13 some of your typical work assignments may include: Serving as a Countering WMD (CWMD) and Improvised Threat Network (ITN) strategy, policy, doctrine and planning specialist. Developing plans, strategy, and doctrine, as well as programs, policies, procedures and systems determinations related to the CWMD and ITN military missions and national security strategies. Providing responsible interdisciplinary analytical capability involving broad, undefined complex issues of either a special or recurring nature. Developing plans, providing CWMD and ITN planning support to Combatant Commands and DoD Components, and preparing, coordinating, staffing and presenting DTRA, Directorates and Divisions positions on CWMD and ITN-related campaigns, crisis action and contingency plans affecting the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, DoD Components, Military Services, and Defense Agencies. Independently planning and completing projects which may include preparation and presentation of decision papers, briefing materials, speeches, and correspondence. Developing doctrinal concepts, position papers, and decision tools for integration into CWMD and ITN mission planning at strategic and operational levels. Developing and presenting formal briefings on the results of such projects to senior officials within DTRA, Combatant Commands, DoD Components, Services, Joint Staff and OSD. Participating as member of a CWMD/ITN Plans Team to deploy in support of the Combatant Commander and other federal departments/agencies(D/As) in crisis action planning and contingency operations.RequirementsConditions of EmploymentQualificationsYou may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Providing assessments and analysis of capability requirements to Counter Weapons of Mass Destruction. Obtaining, evaluating and applying a broad range of substantive information gathering and analysis techniques to program objectives. Developing plans, strategy, and doctrine, as well as programs, policies, procedures and systems determinations related to CWMD military missions and national security strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.EducationSubstitution of education may not be used in lieu of specialized experience for this grade level. All materials must be submitted by the closing date of the announcement.Additional InformationMust consent to and pass pre-employment drug testing and periodic random testing thereafter. Position requires final Top Secret, based on a Single Scope Background Investigation (SSBI). The position also requires access to Secure Compartmentalized Information (SCI). SSBI must be favorably completed or updated within the last five years. Position requires domestic and international travel up to (but not limited to) 90 days per annum, including areas where austere conditions prevail. Incumbent will be required to travel within CONUS and also internationally to support Combatant Command planning support requirements. Requires pre-employment and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment. Position is subject to rotational assignment. This position is emergency-essential (E-E). In event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key" which requires the incumbent, or designated alternate, to be screened from military recall status. This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91). Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
