DescriptionJOB DESCRIPTION:SAC is looking for a Jr. Acquisition Project Manager to support a large dynamic program in Lorton, VA. This position requires an active Top Secret Clearance.The Advisory and Assistance Services (A&AS) Team supporting the Defense Threat Reduction Agency (DTRA) Research & Development (RD) directorate is looking for Jr. Acquisition Project Manager to apply his/her strategic communications and project management experience to deliver acquisition program advisory and assistance support. The position requires onsite programmatic support to the Combating Terrorism Technologies Division (CXC) functioning as an action officer with primary duties to:

Provide acquisition support to CXC leadership planning, programming, and execution of defense acquisition programs in accordance with DOD Directive 5000.01.

Author correspondence, program briefings, etc. and plans/facilitates program and project meetings.

The successful candidate will work classified programs often independently representing government interests and coordinating with combatant command customers, performers, and interagency collaborators. Candidates must have a demonstrated ability to build partnerships within the Department of Defense. Principal knowledge required:

Acquisition Program Planning and Project Management

Counter Weapons of Mass Destruction (CWMD) knowledge

Analytical Research (assessing threat vis-à-vis capabilities)

Stakeholder management

Special Operations knowledge

Acquisition project management requires an understanding of Department of Defense Acquisition System (DoD Directive 5000.01) and experience with DoD program support. The successful candidate will apply experiential knowledge to:a. develop acquisition strategies and procurement documents;b. support the design of the program to meet capability gaps;c. develop spend plans and monitor program plans for assigned projects;d. coordinate and lead support to contracting officers up through contract award and administration functions to support the customer;e. prepare and maintain program management execution reports; and,f. support overall management of R&D projects related to cost, schedule, and performance.QualificationsTYPICAL EDUCATION AND EXPERIENCE: Bachelors and three (3) years or more of related experience; Masters and one year of related experience, in lieu of bachelors 4 years of related experience

Experience:minimum 5 years professional experience in assignments of successive responsibility culminating in a minimum of 1 year as a project manager. Experience with DTRA is preferred.Candidate will have a minimum of 3 years’ experience working within the DoD preferably in Research, Development, Testing and Evaluation and as such, familiarity with the Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.

Skills/Competencies: ability to work independently and demonstrated successful project management reporting and execution; confidence communicating at senior levels; demonstrated success at multi-year fiscal planning and management; and, fully versed in MS Office software suite;

Behaviors: team player not afraid to be accountable and take initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; comfortable working within matrix organizations, able to manage and work multiple tasks simultaneously and successfully de-conflict multiple demands from equal stakeholders;

Knowledge: DOD Directive-5000.01 and program management knowledge with one year DoD work experience in acquisition, program management or contracting;

Education: BA/BS degree preferably in management, business, or policy.Additional qualifications are preferred (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition Project Management, or PMP).

Clearance requirement: TOP SECRET (must be SCI eligible).
