MITRE’s CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC) is seeking a Change Analyst for the Digital Modernization and Transformation Department. The ideal candidate will have interest in interacting with federal stakeholders in a variety of activities to promote the effective delivery of healthcare technology. Specifically, the candidate will demonstrate strong analytical, communication, and collaboration skills and apply these abilities in a project team setting. As a Change Analyst, the candidate is expected to conduct research, develop technical capabilities, and apply innovative solutions for aligning people, processes, and technology-related changes to achieve strategic outcomes. In addition, the candidate will exhibit the ability and interest in developing strategies for Organizational Change Management, workforce management, stakeholder engagement, communications, public health, quality improvement, performance measures, and/or health IT that provide people-centric approaches for transitioning from the current operating environment to the desired future state (e.g., business model innovation, IT modernization, etc.), and to support agencies within The Department of Health and Human Services (HHS) through all phases of healthcare modernization and transformation.The candidate best suited for the position will thrive in a highly dynamic environment, performing independent work, as well as, working comfortably in team settings. The position will include analysis, planning, interfacing with customers, project management, and interactions with both public and private sector entities advising Federal health agencies.This position requires experience interacting with sponsors and the ability to develop general subject matter expertise in health care and human services, public health, health information technology, and other health-related government initiatives.The position provides an exciting opportunity to make a substantive impact in the areas of health technology, federal policy, and public health.Job Responsibilities: Work collaboratively with MITRE colleagues, government sponsors, and industry stakeholders to shape project initiatives and deliver project work

Develop, apply, and expand specific subject matter knowledge to achieve project objectives and to contribute to impactful outcomes

Support project outcomes by capturing key decisions, action items, and information and assisting in project logistics

Assist MITRE and HHS with analysis in support of federal health program implementations

Develop products such as research papers, briefing papers, and recommendations to support program administration

Minimum Qualifications:

Typically requires less than 1 year of related experience with a related Bachelor’s degree, or equivalent combination of related education and work experience such as Organizational Change Management, Change Management, and/or Organizational Development

  • Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Officer will support NCTC\'s classified counterterrorism intelligence screening support for non-immigrant travel benefit programs through the National Vetting Center, ensuring analysis and responses meet service level agreement (SLA) deadlines in pursuance to National Security Presidential Memorandum (NSPM)-9. Officer will review intelligence community reporting, finished products, and raw data to support mission through second person reviews (2PR) of applicants of interest, spot check previously reviewed applicants to ensure findings and final disposition align with thresholds, and review program automation to ensure algorithm is operational and benefits internal review processes. The officer will enable improvements and growth of the screening & vetting program and mentor and guide junior NCTC officers on identity intelligence tradecraft and best practices. Perform in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups, and networks in order to reveal identity attributes for future analytical and watchlisting purposes. Present findings as appropriate via written products, graphic presentations, or oral briefings. Develop and produce, under minimal supervisor direction, defined screening intelligence products in support of U.S. screening and vetting policy and national security interests. Prepare and present sections of written and oral briefings to senior internal and external customers on significant screening intelligence issues. Develop an understanding of a variety of tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs); incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information.
