Job Description

The successfully candidate shall have experience working on implementing, maintaining, supporting, developing and programming information systems applications to include analyzing, designing and troubleshooting automated information systems and applications, and experience in the Windows environment and network planning. This person will be responsible for the overall design and day-to-day management of the Application Engineering Team. This individual will be responsible for team management of the application engineering efforts.

Duties & Responsibilities

  • Prepare and provide a Detailed Rollout Work Plan prior to introducing major products or changes to ATSC baseline/mission related systems. The plan will include the steps required to implement such as estimated time, milestones, completion schedule, sub tasks, order of installation, and summary of any issues and resolutions that may be encountered during implementation.
  • Provide database administration and application engineering support. The current database software for application engineering usage includes a Microsoft SQL Server, Microsoft C#, Microsoft JavaScript, Microsoft Project, Oracle, Visual Studio, Visual Source Safe, HP Fortify, and Microsoft SharePoint Portal Software.
  • For any new COTS/GOTS requirement, provide all database specifications and database design documents (Database Design Description (DBDD) for review and approval. Address all aspects of the technical environment required to implement and maintain systems to include: communications; operating system; hardware requirements, security compliance/ documentation, local and remote; and all protocols.
  • Support the development and implementation of internal application systems to permit remote processing and remote/central statistical archival of data using currently available hardware architecture. Prepare an Operational Concept Description, Software Development Plan, System Operations Manual, Software Test Plan, Training Development and Management Plan, Technical Reports, and Program Plan in all design and development efforts in support of ATSC systems.
  • Support internal automated information systems to include modeling, data element identification, database design, analysis, application engineering, testing, documentation, and rendering operational. Systems are supported for processing on mini-computers, local servers, virtual environments/infrastructure, with on-line/batch processing, and for Internet delivery. Systems are written in ASP.NET, C#, with a Microsoft SQL backend. Systems are maintained on a virtualized VMware Microsoft Operating environment.
  • Provide application analysis, business system analysis, documentation, and continued updates to models and reports.
  • Provide complete security accreditation documentation to support certification and accreditation under the DOD Risk Management Framework (RMF) for IT systems supported and under development within ATSC. This shall include capturing and refining all relevant security requirement from disparate DOD and US Government (USG) sources and industry standard best practices as well as planning and implementing security controls in compliance with the ATSCNET information system RMF Authority To Operation (ATO).

Qualifications

  • Must have a Secret-level security clearance (U.S. citizen).
  • Must have a bachelor’s degree in information technology or a related field of study.
  • Must have 10+ years of systems/applications administration and engineering experience.
  • Must have successfully passed the most current Microsoft Certification Exam within the last five years for SQL Server.
  • Must have programming knowledge in C#, and in Microsoft .NET and SQL environments.
  • Must have CompTIA Security+ CE or higher security-related certification.
  • Must be an independent thinker with strong writing and oral skills.
