(DHS), U.S. Coast Guard, Health Safety and Work-life Service Center,
Work Life Division, Norfolk, VA.Learn more about this agencyResponsibilitiesThe incumbent will serve as an Instructional Systems Specialist
within the Work-Life (WL) Division of the Health, Safety,
and Division, responsible for encompasses all Regional Practice WL
Offices throughout the Coast Guard. The primary focus of this
position is to design, develop, revise, and evaluate training
programs to determine the most effective methods of meeting the
needs of the WL programs in the Coast Guard.Being a Coast Guard civilian makes you a valuable member of the
Coast Guard team. Typical work assignments include:
Serving as a WL training administrator, consulting, and advising
for HSWL SC.
Designing implementing and managing a comprehensive training
program for all WL programs.
Planning and directing all or parts of the major phases of the
Instructional Systems Design (ISD) process.
Resolving technical and administrative problems created by
changes in doctrine, concepts, schedules, technology, facilities
and methods of instruction.
Developing and implements training evaluation plans; and
designs, writing and analyzes evaluation instruments.

the announcement.QualificationsBASIC REQUIREMENTS: Degree that included or was supplemented by
at least 24 semester hours appropriate to the work of the position
to be filled. The course work must have included study in at
least four of the following five areas:(1) Learning theory, psychology of learning, educational psychology:
Study of learning theories as they relate to the systematic design,
development, and validation of instructional material. (2)
Instructional design practices: Study of the principles and
techniques used in designing training programs, developing design
strategy and models, and applying design methods to the improvement
of instructional effectiveness. (3) Educational evaluation: Study of
the techniques for evaluating the effectiveness of
instructional/educational programs, including developing written and
performance tests and survey instruments, and determining
reliability and validity of evaluation instruments. (4)
Instructional product development: Study of the techniques
appropriate for developing training materials, including identifying
learner characteristics, specifying objectives, applying training
strategy, validating training materials, and evaluating
training. (5) Computers in education and training: Study of the
application of computers in education and training, including
selecting appropriate computer software.In addition to meeting the basic requirements listed
above, applicants must have specialized experience as identified
below:AT THE GS-12 Level: GS-12, Applicants must have one year of
specialized experience equivalent to the GS-11 level in the Federal
sector. Specialized experience includes: Designing a training
program/instructional system; developing policies and procedures for
administering a training program; implementing a performance
improvement system; conducting studies to measure the effectiveness
of instructional programs; designing automated performance systems;
utilizing computer based technologies to develop and deploy
multimedia/distance learning training programs; and maintaining
contacts with internal and external training
practitioners/experts.Specialized experience is experience that has equipped you with the
particular ability, skill, and knowledge to successfully perform the
duties of this position and is typically in or related to this line
of work.National Service Experience (i.e., volunteer experience): Experience
refers to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic;
religious; spiritual; community, student, social). Volunteer work
